49z <br />COUNCIL MEETING <br />December 6, 1977 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the <br />Council Chambers of City Hall, Mayor Beltran presiding. <br />Mayor Beltran led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend James Blacksher of the First Southern Baptist Church of Colton. <br />ROLL CALL: <br />Council members present were Hayes, Cisneros, Rehrer, and Mayor Beltran. Also present were City Manager Calabrese, <br />City Attorney Edwards, and City Clerk Ramos. <br />Councilman Gonzales entered the Council Chambers at 7:35 p. m. <br />CONSENT CALENDAR: <br />Minutes <br />November 9, 1977 <br />November 15, 1977 <br />Warrants <br />14462 through 15062 <br />12775 through 12962 <br />December 2, 1977 Inclusive <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve the Consent Calendar. Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Boards and Commissions <br />Parks and Recreation Commission: <br />Moved by Mayor Beltran, seconded by Councilman Hayes, appointing Rachel Padilla and Ramon Hernandez as Student <br />Advisors to the Parks and Recreation Commission for the 1977-78 school year. Unanimous vote. <br />Moved by Mayor Beltran, seconded Councilman Gonzales, approving reappointment of Amos Kent to the Parks and Recrea- <br />tion Commission. Vote was unanimous. <br />Cemetery Commission: <br />Moved by Mayor Beltran, seconded by Councilwoman Cisneros, approving reappointment of Gerald DeJong to the Cemetery <br />Commission. Unanimous vote. <br />Colton EXPO 81 Commission: <br />Moved by Mayor Beltran, seconded by Councilman Rehrer, approving appointment of D. Donni Schall to the Colton EXPO <br />81 Commission. Unanimous vote. <br />Moved by Mayor Beltran, seconded by Councilman Gonzales, approving appointment of Libby Vallejo to the Colton EXPO <br />81 Commission. Vote was unanimous. <br />Resolution <br />Mayor Beltran read in full a Resolution of the City Council recognizing the City of Rancho Cucamonga, incorporated <br />on November 22, 1977, as a neighbor and newest of 15 cities in San Bernardino County. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, approving Resolution of the City of Colton as read <br />by Mayor Beltran. Unanimous vote. <br />PUBLIC HEARINGS: <br />PArcnnnPl <br />Mayor Beltran declared the Public Hearing open. <br />Personnel Officer Calabrese submitted the Affidavit of Posting and reported that no protests or objections had been <br />received. <br />Mr. Calabrese recommended that the Public Hearing be terminated at this time, and this matter reconsidered at a <br />future date, during the preliminary budget sessions. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to terminate the Public Hearing. Vote was unanimous. <br />No further action was taken. <br />Zoning <br />P. C. Res. No. 853 <br />Mayor Beltran declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been re- <br />ceived. <br />Planning Director Gonzales stated the zone change application, requested by Everett Investment Company, concerns a <br />change of zone from M-1, light manufacturing, to P. C., planned community, on property consisting of 151 acres <br />located between Interstate 15 and Hunts Lane, north of Washington Street. Mr. Gonzales said the applicant has <br />indicated the primary proposed use of the property as residential, with a maximum number of units of 940. <br />Mr. Gonzales advised the Planning Commission, at the Public Hearing held November 8, 1977, recommended approval of <br />the zone change application, subject to one condition as outlined in Planning Commission Resolution No. 853. <br />Mayor Beltran asked if anyone desired to speak on this matter. <br />D E C 61977 <br />
