<br />Budget
<br />City Manager Calabrese referred to a letter and report from the Chamber of Commerce outlining the various programs
<br />and projects completed by the Chamber since July 1, 1977, and requesting the remainder of their original budget
<br />request, in the amount of $14,000, to assist the Chamber through the rest of the 1977-78 budget year.
<br />Councilman Gonzales moved that an appropriation of $14,000 be made to the Chamber of Commerce, covering the second
<br />half of the 1977-78 budget request.
<br />Motion died for lack of a second.
<br />Mr. Dan Jagt, President of the Chamber of Commerce, stated that last July the City Council had informed the Chamber
<br />Board of Directors the Council would have a mid -year budget review, to consider what the Chamber has accomplished
<br />and the second half of the Chamber's budget request.
<br />Mr. Jagt said he feels that the Chamber of Commerce has more than kept their commitment, as outlined in their
<br />letter, and in order to continue with their operations, the requested funds are needed, as presently the Chamber
<br />has a balance of approximately $500 in their account.
<br />Mr. John Lightburn, Employee Representative of the San Bernardino Public Employees Association, advised the City
<br />Council that the Chamber of Commerce had supported recent legislation regarding employees right to strike, stating
<br />it would seem this was not the kind of activity that a Chamber of Commerce would become involved in.
<br />Mr. Jagt stated that the Board of Directors, from time to time, has made decisions relating to legislative issues
<br />and policy making, along with their continuing efforts to increase business and industrial development, public
<br />relations, special projects and community events, etc., for continued growth and betterment of, the community.
<br />After additional discussion, moved by Councilman Gonzales, seconded by Councilwoman Cisneros, authorizing an appro-
<br />priation of $10,000 to the Chamber of Commerce, covering the second half of the 1977-78 budget request. Upon Roll
<br />Call, the Vote was:

<br />City Manager Calabrese reported from a letter dated November 21, 1977, from Duane Sharp, Chairman of Special Projects,
<br />Chamber of Commerce, requesting permission to hold the Fourth Annual Christmas in the Park Parade and Program, to
<br />be held on Saturday, December 10„ 1977, in Fleming Park, with a Parade along La Cadena Drive, commencing at Laurel
<br />Street and terminating at "0" Street.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, approving and authorizing Fourth Annual Christmas in the
<br />Park Parade and Program, December, 10, 1977, to be coordinated with City Departments involved. Vote was unanimous.
<br />Mr. Calabrese advised that the Council Members had not designated which account the appropriation, for the Chamber's
<br />budget request, will be taken from.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, authorizing that the appropriation of $10,000, for
<br />the Chamber of Commerce budget, be taken from the General Fund. Upon Roll Call, the Vote was:

<br />Mayor Beltran referred to a letter dated November 22, 1977, from L. L. Adams, requesting that a 4 -way stop sign be
<br />installed at the intersection of 9th and "H" Streets.
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to refer this matter to Staff for study and report.
<br />Unanimous vote.

<br />Councilwoman Cisneros reported from her memorandum dated November 17, 1977, regarding her request for a stop sign
<br />at the intersection of Laurel and Grand Streets, and a report from Police Chief Elliott, advising that a stop sign
<br />was not warranted due to insufficient vehicle traffic and no accidents at that location.
<br />Mrs. Cisneros stated that the Police Chief had recommended, however, that a mast arm sign be installed to slow down
<br />the traffic in that area.
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, approving and authorizing that a mast arm sign be installed
<br />near the intersection of Laurel and Grand Streets. Vote was unanimous.
