496 <br />Mr. Calabrese recommended that a statement be forwarded to the County as an addendum to the Council's previous <br />action, as follows: <br />5. Public Improvements - Construction of sewer mains, storm drains, curbs, <br />gutters, and sidewalks in target areas. This will improve the health <br />and safety -of the environment while encouraging future beneficial de- <br />velopment. Curbs, gutters, and sidewalk construction would conform to <br />standards designed to facilitate the handicapped and elderly. <br />Costs: Sewers - Flores & Fernando Streets $ 505000 <br />Riverside/Rialto/ <br />Redlands Streets $ 129000 <br />Curbs, gutters, - 10 projects from <br />and sidewalks $39,250 to $98,750 <br />Storm Drain - 11th Street $350,000 <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, approving statement to be forwarded to the County as an <br />addendum to Priority Item No. 5, "Public Improvements", as outlined by Staff. Vote was unanimous. <br />Bids <br />Police <br />Mr. Calabrese advised that Staff advertised for bids and mailed bid packets to automobile dealers for the purchase <br />of a Police Special Sedan, under the State Office of Traffic Safety Grant, which began December 1, 1977. <br />Mr. Calabrese stated that only one bid was received, from Moss Motors in Riverside, at a price of $5,690.15, and <br />Staff recommends that the bid award be made to Moss Motors. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, awarding bid to Moss Motors of Riverside in the amount <br />of $5,690.155 for the purchase of one Police Special Sedan. Unanimous vote. <br />Agreements <br />Mr. Calabrese requested Council's consideration and approval of an Agreement, between the City of Colton and Stone <br />& Youngberg, Municipal Financing Consultants, for their services relating to financial details, bond sale, etc., <br />for Assessment District No. 77-1 (Cooley Drive, Phase II). <br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, approving and authorizing Mayor to sign Agreement <br />between the City of Colton and Stone & Youngberg, Municipal Financing Consultants, for Assessment District No. 77-1 <br />(Cooley Drive, Phase II). <br />Vote was unanimous. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 1523 <br />City Attorney Edwards introduced Ordinance No. 1523 for second reading, reading it as to number and title. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to waive further reading of Ordinance No. 1523. Unanimous vote. <br />ORDINANCE NO. 1524 - AN ORDINANCE CREATING A UTILITIES COMMISSION AND REPEALING ORDI- <br />Second Reading NANCE NO. 1506 AND CHAPTER 2.46 OF THE COLTON MUNICIPAL CODE. <br />Agreements <br />Purchase of Tax Deeded Property <br />City Attorney Edwards referred to a proposed Agreement, between the City of Colton and the County of San Bernardino, <br />and a proposed resolution regarding acquisition of tax deeded property. <br />Mr. Edwards advised that the City of Colton can purchase property, being sold for non-payment of taxes, for a <br />public purpose, and adjacent to Cahuilla and Mojave Streets is a parcel of land being sold, which the City needs <br />for its water supply system for that area. <br />Mr. Edwards stated this property can be acquired for approximately $400, and recommended that the proposed Agree- <br />ment and Resolution be approved and properly executed, to be forwarded to the County Board of Supervisors, for <br />acquisition of the tax deeded property. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, approving and authorizing Mayor to execute Agreement <br />between the City of Colton and the County of San Bernardino, for acquisition of tax deeded property, and approval <br />of Resolution No. 3758.
