<br />Mr. Young continued that when the trunk line is built, it will run from the Water Quality Control Plant north along
<br />Rancho Avenue to Third Street, north along Third Street to "K" Street, where it will connect to the existing trunk
<br />line constructed several years ago.
<br />Mr. Young advised the portion of the sewer trunk line within the proposed Rancho Avenue widening project could be
<br />placed outside of the paved area, just inside the west right-of-way line, and could be done at a later date with
<br />mimimal pavement removal, or it could be made a part of the widening project, at an estimated cost for the trunk
<br />line of $168,550.
<br />Mr. Calabrese suggested the City also consider completing the proposed Valley Boulevard trunk line system to service
<br />the residents in the western area of Colton.
<br />Councilman Rehrer felt the City should consider one project at a time, and take care of Colton residents, rather
<br />than attempting to service areas located in County pockets or outside our City limits.
<br />Discussion followed among Council members and Staff with regard to the proposed sewer trunk lines.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, instructing Staff to initiate plans and proceedings
<br />for the proposed Rancho Avenue sewer trunk line and the proposed Valley Boulevard sewer trunk line, along with the
<br />proposed South Rancho Avenue street widening. Motion carried, with Councilman Rehrer voting NO.
<br />Water Division
<br />Mr. Young read his memorandum dated November 30, 1977, regarding a proposed Resolution outlining a new rate structure
<br />for water acreage charges, concerning future water reservoirs and adequate water storage for the City.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution No. 3755. Unanimous vote.

<br />Cemetery
<br />Resolution No. 3756
<br />Mayor Beltran recommended that the proposed resolution establishing a new schedule of rates for Cemetery services
<br />be continued to the next regular Council Meeting, when Staff can provide more complete results of the survey taken
<br />regarding the Cemetery services.
<br />Council Members were in agreement with Mayor Beltran's recommendation.
<br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS:
<br />Agreements
<br />County of San Bernardino,
<br />City Manager Calabrese referred -to a memorandum dated November 29, 1977, and a letter from Mr. Earl Goodwin, Adminis-
<br />trative Officer for the County of San Bernardino, regarding a proposed Joint Powers Agreement between the County of
<br />San Bernardino and those cities within the County that are desirous of participating with the County in creating a
<br />criminal justice planning and coordinating entity known as the Arrowhead Justice Association.
<br />Police Chief Phil Elliott advised that the 1976 amendments to the Crime Control Act provide for the establishment of
<br />mini -block grants to local governments of 2505000 population or more.
<br />Mr. Elliott said if the Council does consider participating in the mini -block grant process for the 1978-79 fiscal
<br />year, the City would be required to enter into a Joint Powers Agreement with the County of San Bernardino.
<br />Mr. Elliott concluded that Staff would recommend the City of Colton approve the Joint Powers.Agreement in concept,
<br />subject to language inserted holding the City, and its officers, harmless as it relates to its activities with the
<br />Arrowhead Justice Association.
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, approving in concept the Joint Powers Agreement with County
<br />of San Bernardino, subject to further review of the Agreement by City Attorney and Staff prior to resubmittal and
<br />final approval by the City Council. Unanimous vote.
<br />-Retirement
<br />Resolution No. 3757
<br />Mr. Calabrese reviewed his memorandum regarding consideration of a resolution requesting termination of Social Security
<br />Agreement between the City of Colton and the State of California.
<br />Mr. Calabrese advised this matter has been discussed several times previously with the employees and their associations,
<br />and the San Bernardino Public Employees Association now agrees with the passing of the proposed resolution, providing
<br />the City holds a secret ballot election among the employees to determine whether or not the City withdraws from the
<br />Social Security system.
<br />Mr. Calabrese stated the proposed resolution begins a two year "cooling off" period, in which the City and the employees
<br />can thoroughly evaluate and discuss the desireability of withdrawing from Social Security. Mr. Calabrese said the reso-
<br />lution may be revoked by the City Council at any time within the two-year period, if it is the Council's desire to re-
<br />main with the Social Security system, and, if not revoked, the City will stop paying into the Social Security system on
<br />December 31, 1979.
<br />Mr. Calabrese concluded in order to begin the required two-year waiting period for withdrawal from the Social Security
<br />system, Staff recommends the proposed resolution be adopted.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve Resolution No. 3757. Vote was unanimous.

<br />HCDA Program/Project, 1978-79
<br />Mr. Calabrese advised the County staff has requested that one of the City's priority projects, "Public Improvements",
<br />be further defined, which was one of five priority projects/programs adopted for 1978-79 HCDA funding consideration
<br />by the City Council at a meeting held October 21, 1977.
