<br />Housing Rehabilitation Program
<br />Mr. de la Cerda reported that the Community Citizens Advisory Commission has held three public hearings on the
<br />Third Year Program funding for 1977-78, and those who attended the hearings have recommended the establishment of a
<br />Housing Rehabilitation Program and the allocation of funds to construct a swimming pool at Municipal Park.
<br />Mr. de la Cerda then made a presentation on the proposed Housing Rehabilitation Program for the City of Colton,
<br />outlining the goals and objectives for implementing this program. Mr. de la Cerda showed slides of the various
<br />Census Tracts within the City, pointing out the social and economic conditions of each.
<br />Mr. de la Cerda said based on the ranking composite of the overall survey data, two target areas have been selected
<br />to establish a housing rehabilitation program on a pilot basis, during the first year program; these are the resi-
<br />dential zones of Census Tracts 69 and 70.
<br />Mr. de la Cerda advised that the Community Citizens Advisory Commission has recommended the following:
<br />Reserve sufficient funds to construct a 62 foot by 75 foot aluminum swimming
<br />pool at Municipal Park.
<br />Establish a Housing Rehabilitation Program on a pilot basis for Census
<br />Tracts 69 and 70 during the first program year.
<br />Reserve sufficient funds for the administration of the program, with three
<br />positions recommended:
<br />Community Development Coordinator
<br />Administrative Technician (reclassify and expand the duties of the present
<br />Secretary II position)
<br />Employ a Housing Rehabilitation Counselor
<br />Mr. de la Cerda concluded that another public hearing has been scheduled for February 15, 1977, and Staff would
<br />like to prepare and submit the third year application to SCAG by February 16, 1977.
<br />Mr. de la Cerda then reviewed the recommended budget for the fiscal year 1977-78, totalling $273,000., as follows:
<br />Administrative Budget, $53,000; Public Works Budget (Swimming Pool), $120,000; Housing Assistance Budget, $100,000.
<br />Discussion was then held on the Housing Rehabilitation Program, the method of financing and obtaining grants or
<br />loans for eligible applicants, and the recommended budget for the fiscal year.
<br />Councilman Rehrer felt that the administrative budget was too high, and that more of these funds could be better
<br />utilized in the housing assistance budget.
<br />After additional comments, moved by Councilman Gonzales, seconded by Mayor Beltran, to approve the recommendations
<br />of the Community Citizens Advisory Commission for the Third Year Program, and the recommended Budget for the 1977-
<br />78 Fiscal Year as outlined by Staff. Upon Roll Call, the Vote was:
<br />AYES: Four; Beltran, Cisneros, Gonzales, Hayes.
<br />NOES: One; Rehrer.
<br />ABSENT: None.
<br />Motion carried.
<br />Father Michael Keane, Pastor of Immaculate Conception Church, spoke to the City Council regarding the proposed
<br />projects for Municipal Park, stating that he felt the Council Members should seriously consider preserving the open
<br />space and natural beauty of the park, and construct the proposed buildings in some other location of the City.
<br />Proclamation
<br />Mayor Beltran read in full a Proclamation honoring National Vocational Education Week, February 6 through 12, 1977.

<br />Regulations and Control
<br />Mayor Beltran read a letter from Mr. Louis L. Adams, 836 Palm Drive, Colton, dated December 28, 1976, requesting
<br />the City Council consider placing four-way stop signs at the intersection of 9th and "H" Streets, due to the ob-
<br />struction of view from the parked vehicles along 9th Street and the lot of the Travelodge Motel, located at that
<br />same corner.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, referring this request to Staff for study and report.
<br />Vote was unanimous.
<br />Governmental Agencies
<br />Law Enforcement Assistance Administration
<br />Mr. Martin L. Valdez, Executive Director of Los Padrinos in Colton, spoke to the City Council regarding their
<br />recently submitted project application to the Law Enforcement Assistance Administration of the U. S. Department of
<br />Justice, for a Juvenile Delinquency Prevention Program, which will be Federally funded and include the Cities of
<br />Colton, Chino, Corona and Calexico.
<br />Mr. Valdez stated the Los Padrinos is requesting the City Council's support and endorsement of this very important
<br />program for the improvement and development of our youth in the community.
<br />Councilman Rehrer asked if our local law enforcement personnel has been notified of this project.
<br />Police Chief Phil Elliott stated that he is the Chairman of the San Bernardino County Criminal Planning Committee,
<br />he has studied the Youth Development Program that was submitted, and he feels it is a very worthwhile project.
<br />Moved by Councilman Hayes, seconded by Councilman Gonzales, authorizing the Mayor to write a letter indicating the
<br />City Council's support and endorsement of the Youth Development Program as outlined by Mr. Valdez of the Los Padrinos.

<br />Legislation
<br />Mr. Lucky Goodwin, of the Retail Clerks Union, presented each Council Member with packets and information regarding
<br />current State legislation concerning price marking requirements of stores and markets.
