<br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS:
<br />Variance
<br />Planning Commission Resolution No. 827
<br />Planning Director George Williams reported on a Variance application, requested by Mr. Steve Camarena to reduce
<br />the front yard setback from 25 feet to 21 feet, on property located at 571 Gray Street.
<br />Mr. Williams advised that this Variance application was presented to the Planning Commission at a
<br />aring
<br />held on December 14, 1976, and continued at two additional Commission meetings, held January 11, 1977, andeJanuar
<br />255 1977. y
<br />Mr. Williams informed the Council Members this was a very difficult decision for the Planning Commission, however,
<br />the final determination and recommendation, as outlined in Planning Commission Resolution No. 827, was for denial
<br />of the Variance.
<br />Discussion was then held among Council Members and Staff with regard to the Variance request, the house inuestion
<br />and surrounding neighborhood, and the State Planning Law regulating Variances. q
<br />Planning Director Williams then referred to the Planning Commission Minutes concerning the hearings on the Variance
<br />application, the Staff reports, and the State Planning Law regulating Variances, which requires the finding of
<br />unusual or unique conditions that exist that would deprive a property owner from the full utilization of his property.
<br />After additional discussion, moved by Councilman Gonzales, seconded b Councilwoman Cisneros,

<br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS:
<br />Subdivisions
<br />Tract No. 9168
<br />Community Services Director Earl Young advised that the developers and general partners of Country Village have
<br />submitted the necessary agreements, bond securities, and cash deposits for Subdivision Tract No. 9168, which is
<br />located on the north side of Washington Street, south of the Reche Canyon Flood Control Channel.
<br />Mr. Young stated that Staff recommends approval of the subdivision map, and that the Mayor be authorized to sin n
<br />the Agreement between the City of Colton and Country Village. g
<br />Moved by Councilman Hayes, seconded by Councilman Gonzales, approving Subdivision Map for Tract No. 9168, and
<br />authorizing Mayor to sign Agreement between the City of Colton and Country Village, a General Partnership. Vote
<br />was unanimous.
<br />Councilman Hayes suggested that the City look into the adequacy of water in that area.
<br />Agreements
<br />Petrolane Properties, Inc.
<br />Mr. Young read his memorandum dated January 27, 19779 regarding an agreement to construct off-site improvements, as
<br />requested by Petrolane Properties, Inc., at the corner of Barton Road, Walnut Avenue and Terrace Avenue, in the
<br />same general location as Stater Bros. Warehouse.
<br />City Attorney Edwards suggested a change to Item No. 2, beginning on the second page and ending on the third page
<br />of the Agreement, to read - "PETROLANE shall agree to thereafter, for its costs, including
<br />but not limited to reasonable attorney's fees and interest,
<br />inCadditionetonlabor and materials".
<br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, authorizing Mayor to sign Agreement between the City
<br />of Colton and Petrolane Properties, Inc., to construct off-site improvements, with changes as recommended by the
<br />City Attorney. Unanimous vote.
<br />CITY MANAGER'S REPORTS AND RECOMMFNnATrnNq-
<br />Personnel
<br />Positions/Police Department
<br />City Manager Huffaker read a memorandum dated January 24, 1977, from Police Chief Phil Elliott, recommending the
<br />reclassification for the position of Community Relations Officer to Administrative Assistant, with the rank of
<br />Lieutenant.
<br />Mr. Huffaker then outlined the current responsibilities of the Community Relations Officer and the additional
<br />recommended responsibilities and other duties under the new position of Administrative Assistant.
<br />Mr. Huffaker advised that the change of positions for the remainder of the budget year would be an increase of
<br />$15434, however, if the position were not filled for thirty days, the cost savings would be $1,557, and the chane
<br />could be effective February 1, 1977, at no cost addition to the current budget. g
