408 <br />Mr. Commons, from Whitney Tractor, and representatives from Riverside Tractors, Inc., and Johnson Tractor, com- <br />mented on the various types of machinery and the specifications. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, awarding bid for Articulated Front -End Loader to <br />Johnson Tractor, in the amount of $20,361. Motion carried. Councilman Rehrer refrained from voting. <br />Traffic <br />Regulations & Control <br />Mr. Young read his memorandum dated February 9, 1977, on the study made at the intersection of 9th and "H" Streets <br />regarding a 4 -way stop sign, as requested by the City Council. <br />Mr. Young advised that after conducting traffic counts at that intersection, it has been determined that a 4 -way <br />stop sign would not be warranted. <br />Mayor Beltran stated the problem seems to be with large trucks parking along the north-east side of 9th Street, <br />creating a visual hazard in exiting from the parking lot of the restaurant and motel. Mayor Beltran asked if signs <br />could be posted along that side of 9th Street, or what could be done to improve the situation. <br />Mr. Young stated that Staff will again check into this problem and make another report to the Council at the next <br />regular meeting. <br />Ordinance No. 1512 <br />Mr. Young requested approval of first reading of Ordinance No. 1512, adopting the 1976 Edition of the Standard <br />Specifications for Public Works Construction, which is an update of the 1973 Edition. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, approving first reading of Ordinance No. 1512. Vote <br />was unanimous. <br />ORDINANCE NO. 1512 - AN ORDINANCE OF THE CITY COUNCIL, AMENDING SECTIONS 15.20.10 AND <br />First Reading) 15.20.020 OF THE COLTON MUNICIPAL CODE, ADOPTING "STANDARD SPECI- <br />FICATIONS FOR PUBLIC WORKS CONSTRUCTION", 1976 EDITION, REGULATING <br />MATERIALS OF CONSTRUCTION AND THEIR USE IN THE ERECTION, INSTALLA- <br />TION, ALTERATION, REPAIR, REMOVAL, CONVERSION, DEMOLITION AND CON- <br />STRUCTION OF PUBLIC WORKS IMPROVEMENTS IN THE CITY OF COLTON: <br />PROVIDING FOR THE ADMINISTRATION OF CONTRACTS AS WELL AS PERMITS <br />ISSUED IN CONNECTION WITH SUCH IMPROVEMENTS. <br />RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: <br />Mayor Beltran stated a report will be made by the Chairman of the Recreation and Parks Commission at the next <br />regular Council Meeting. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Legislation <br />. -b Recreational Bond Act <br />City Manager Huffaker read his memorandum dated February 15, 1977, regarding adoption of a resolution recommending <br />to the Board of Supervisors the use of a per capita allocation formula to disperse funds derived from the passing <br />of the 1976 Recreational Bond Act last November, to each city, special district, and the county. <br />Mr. Huffaker advised San Bernardino County's allocation is $2,629,189, which is to be divided among the cities, the <br />special districts, and the county itself. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving Resolution No. 3669. Vote was unanimous. <br />RESOLUTION NO. 3669 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON REGARDING <br />PROPOSED FUNDING ALLOCATION FOR THE 1976 RECREATIONAL BOND ACT <br />FOR SAN BERNARDINO COUNTY. <br />Agreements <br />United Paper Stock Company <br />Mr. Huffaker referred to a memorandum dated February 9, 1977, from City Clerk Ramos, requesting approval and <br />authorization to give a 30 -day termination notice to the United Paper Stock Company, regarding an agreement for the <br />recycling of paper, which has proven unsuccessful. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, approving request of City Clerk to give 30 -day termi- <br />nation notice to United Paper Stock Company for paper recycling agreement. Vote was unanimous. <br />ORAL COMMUNICATIONS: <br />Mayor Beltran introduced the City's new Finance Director, Mr. William Holt. <br />Sister City <br />Mr. Chet Slepski, Chairman of the Sister City Committee, read a letter from our Sister City, Cananea, Mexico, <br />regarding the City's surplus vehicles, 8 Police units, and offered an amount of $2,200 for the purchase of these <br />vehicles. <br />Police Chief Elliott advised that the units can be declared surplus and bids accepted without going through formal <br />bid procedures; this was researched and done last year. <br />Mayor Beltran stated the City Council could declare these vehicles as surplus. <br />Councilman Rehrer felt the City may encounter problems by not putting these surplus vehicles out to bid. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, declaring the Police units as surplus vehicles and <br />approving offer of $2,200 from our Sister City, Cananea, Mexico, for the purchase of these vehicles.
