<br />City Manager Huffaker referred to a memorandum from Councilman Rehrer, outlining proposals from several companies
<br />for the purchase of a plaque for the City Library.
<br />Mr. Huffaker advised that a resolution has been prepared transferring the amount of $500 from the General Fund (01-
<br />299) to Community Promotion (01-1005-41), for the purchase of an 18 inch by 24 inch bronze plaque from American
<br />Bronze Crafts, Inc.
<br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to approve Resolution No. 3668. Vote was unanimous.

<br />Mr. Huffaker referred to a letter dated February 8, 1977, from the San Bernardino Public Employees Association,
<br />appealing the decision regarding proposed Modified Units.
<br />Mr. Huffaker suggested the appeal hearing be set for the first regular Council Meeting in March, March 1, 1977.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, setting Appeal Hearing date on March 1, 1977, as
<br />requested by the San Bernardino Public Employees Association. Vote was unanimous.
<br />PLANNING COMMISSION REPORTS AND RFcnMMFNDATTnN_-
<br />Conditional Use Permit
<br />P. C. Resolution No. 828
<br />Planning Director Williams reported that the Conditional Use Permit application is being requested by Keeney & Son,
<br />Inc., to construct a three-story residential retirement complex, consisting of 84 units, including outdoor pools,
<br />gymnasium, barber shop, and related facilities, on approximately 10 acres of land, located on the south side of
<br />Washington Street, between the 7-11 Market on the east and the Max Hopkins Handball/Racquetball Club on the west.
<br />Mr. Williams advised that at the public hearing held February 8, 1977, the Planning Commission recommended approval
<br />of the Conditional Use Permit application, subject to 30 conditions, as outlined in Planning Commission Resolution
<br />No. 828.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, approving Planning Commission Resolution No. 828.
<br />Vote was unanimous.

<br />Mayor Beltran stated the Meat Cutters Union Local No. 439, has applied for a parade permit and requests the use of
<br />Fleming Park on Thursday, February 24, 1977, at 7:00 p. m.
<br />Police Chief Elliott gave a report on the request, recommending denial of the parade formation area, commencing at
<br />Miller Drive, based on the fact that there is a preliminary injunction which prohibits this type of activity from
<br />within 100 yards in any direction from the property at 1433 Miller Drive, and further recommended an alternate
<br />formation area commencing at La Cadena Drive, with the restriction that the parade shall not at anytime block or
<br />enter onto Laurel Avenue.
<br />Mr. Elliott advised the additional cost for law enforcement services, to accommodate this activity, will be $432.80,
<br />plus $70.00 for the services handled by the Community Services Department.
<br />Mr. John N. Matich spoke in opposition to this request, stating Colton could become branded as a Union town.
<br />Discussion followed regarding the Union's request and the costs involved for City services.
<br />Moved by Councilman Gonzales, seconded by Mayor Beltran, to approve request for Parade and use of Fleming Park, by
<br />the Meat Cutters Union Local No. 439, on Thursday, February 24, 1977, at 7:00 p. m. Upon Roll Call, the Vote was:
<br />AYES: Two, Beltran, Gonzales.
<br />NOES: Three, Cisneros, Hayes, Rehrer.
<br />ABSENT: None.
<br />Motion did not carry.

<br />Bids
<br />Tractor -Loader (Parks Division)
<br />Community Services Director Earl Young reported from his memorandum dated February 9, 1977, regarding bids received
<br />for a new Tractor -Loader for the Parks Division, referring to the Analysis of Bids, and recommended the award be
<br />made to Inland Empire Tractor, Inc, in the amount of $10,226.88.
<br />Mr. Carl Commons, representing Whitney Tractor, spoke about their piece of equipment, the John Deere 301A, advising
<br />that they took exception to the specifications as written and the award of bid that was being recommended.
<br />Discussion followed among Council Members and Staff regarding the specifications, bids received and the costs
<br />involved for the equipment.
<br />Councilman Rehrer stated that he disqualifies himself from making a motion and from voting on these items for
<br />personal reasons.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, awarding bid for Tractor -Loader to Inland Empire
<br />Tractor, Inc., in the amount of $10,226.88. Motion carried. Councilman Rehrer refrained from voting.
<br />Bids
<br />Front -End Loader (Street Division)
<br />Mr. Young referred to his report dated February 9, 1977, advising that Staff had readvertised for bids on the
<br />Articulated Front -End Loader for -the Street Division, which were received and opened on January 31, 1977.
<br />Mr. Young recommended the bid be awarded to Johnson Tractor in the amount of $20,361.
