<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, authorizing Staff to open escrow with Title Insurance
<br />and Trust Company for the purchase of a parcel of land from Mr. Eugene C. Schluter, in the amount of $4,290., in
<br />connection with right-of-way acquisition for the future widening of South Rancho Avenue. Unanimous vote.

<br />State Department of Transportation
<br />Mr. Young reported from his memorandum of December 30, 1976, regarding a letter received from the State Department
<br />of Transportation, dated December 20, 1976, requesting permission to use a portion of the Water Property on Mill
<br />Street as a field office site in connection with the Mill Street Overpass project from approximately January, 1977,
<br />to December, 1978.
<br />Mr. Young advised the State has agreed to hold harmless the City of Colton, its officers and employees, from all
<br />claims for injury to persons and damage to property resulting from the Department's use of the site, and ingress
<br />and egress routes.
<br />Mr. Young concluded if the Council Members are in agreement with this request, Staff would recommend that the Mayor
<br />be authorized to sign the Department's letter indicating the City's approval.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, authorizing Mayor to sign letter dated December 20, 1976,
<br />from the State Department of Transportation, requesting permission to use the City's Walnut Area Treatment Plant
<br />(water property) as a field site in connection with the construction of the Mill Street Railroad Overpass. Vote was
<br />unanimous.
<br />Governmental Aqencies
<br />Mr. Young reported from his memorandum dated December 30, 1976, on the Transportation Improvement Project (TIP)
<br />program, which is a federally mandated planning process for coordination of the planned expenditure of federal,
<br />state, and local transportation dollars on surface transportation projects, at the regional level through SCAG/
<br />SANBAG, and funded from FAU program monies, approved by the U. S. Department of Transportation.
<br />Mr. Young continued that the City of Colton has a project ready for submission to SANBAG, which will be the in-
<br />stallation of traffic signals at the intersection of Mill Street and Pennsylvania Avenue, to accommodate the
<br />proposed increase in traffic flow anticipated with the completion of the Mill Street Overpass.
<br />Mr. Young advised the estimated cost of this project is $56,700, the Federal share amounting to $47,060, and the
<br />local share $9,640. Mr. Young stated the Federal monies would be provided through the FAU program for the fiscal
<br />year 1977-78, and the local amount would be a fiscal year, 1977-78 budget request, with the recommendation that it
<br />be funded from Gas Tax monies.
<br />Mr. Young concluded if the City Council is in agreement with this project as outlined, it is requested that he be
<br />authorized to complete and sign the required application forms for inclusion in the Transportation Improvement
<br />Project, to be submitted to SANBAG by January 20, 1977.

<br />to complete and sign the required application forms for inclusion in the Transportation Improvement Project as
<br />outlined by Staff, for submission to SANBAG by January 20, 1977. Vote was unanimous.

<br />Mr. Young requested that this item, concerning Assessment District No. 1976-1 (Cooley Drive), be continued to a
<br />future Council Meeting.
<br />EXECUTIVE SESSION:
<br />The City Council adjourned to Executive Session at 8:00 p. m., to discuss Personnel Matters, and reconvened at 8:26
<br />p. m., all Members present.
<br />Boards and Commissions
<br />Appointments - Recreation and Parks Commission
<br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, ratifying Mayor Beltran's appointments of Lidia Cordero
<br />and Ann Blinkinsop to the Recreation and Parks Commission. Vote was unanimous.
<br />ORAL COMMUNICATIONS:
<br />Mr. Les Swalley, representing the! American Legion Post #155, spoke to the City Council regarding the charges for a
<br />license permitting the playing of Bingo games in the City.
<br />Mr. Swalley advised that last year he paid a fee of $24.99, and this year he is being charged $100, which he felt
<br />was too high.
<br />It was explained to Mr. Swalley that the $24.99 charge represented only a portion of the total fee for 1976, inasmuch
<br />as the Ordinance, allowing Bingo games in the City, did not become effective until October of 1976; however, the
<br />annual fee is $100, for one full year.
<br />Mr. Swalley then asked if the amount of $100 could be made in payments, rather than paying the whole fee at once.
<br />It was further explained to Mr. Swalley that neither the Ordinance or the Resolution, establishing the fees, allowed
<br />for this and the total fee must be paid at the time an applicant applies for a license for Bingo games.

<br />meeting at 8:35 p. m.
