394 <br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, to approve first reading of Ordinance No. 1511. <br />ORDINANCE NO. 1511 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 964, <br />First Reading AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. <br />Assessments <br />Cooley Ranch Sewer Assessment District <br />Mayor Beltran declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been re- <br />ceived. <br />Community Services Director Earl Youngreported that following Council approval of Resolution No. 36535 directing <br />16, <br />the making of amended assessment for the Cooley Ranch Sewer Assessment District, Nos. 13, 14, 15, <br />due 17,t29, 30, <br />31 and 45A2, the public hearing this evening concerns the reapportionment of the sewer assessment <br />splitting of certain parcels of land by the property owners within the assessment district. <br />Mr. Young concluded if there are no objections voiced this evening, it will be in order to approve Resolution No. <br />3658, confirming the amended assessment. <br />Mayor Beltran asked if anyone desired to speak on this matter. <br />Moved b Councilman Hayes, seconded by Councilwoman Cisneros, to terminate the Public Hearing. Unanimous vote. <br />RESOLUTION NO. <br />3658 - A RESOLUTION CONFIRMING AMENDED ASSESSMENT COOLEY RANCH SEWER <br />ASSESSMENT DISTRICT ASSESSMENT NOS. 13, 149 155 16, 179 295 <br />30, 31 AND 45A2. <br />Codes <br />Conflict of Interest <br />Mayor Beltran declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Posting and reported that no protests or objections had been received. <br />City Manager Huffaker reviewed his memorandum on the adoption of Conflict of Interest Codes as required by State <br />Law for City Departments and City Agencies. <br />Mr. Huffaker advised that revision has been made to some of the Conflict of Interest Codes for those <br />City <br />eAg ncies <br />listed in Exhibit "A" of Resolution No. 3659. Mr. Huffaker stated the designated employee listing <br />from the original list by removing several positions, and has now been agreed upon by both the San Bernardino Public <br />Employees Association and the Police Officers Association. <br />Mr. Huffaker concluded it is recommended that Resolution No. 3659, adopting Conflict of Interest Codes for certain <br />City Agencies, be approved. <br />Mayor Beltran asked if anyone desired to speak on this matter. <br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, to terminate the Public Hearing. Vote was unanimous. <br />RESOLUTION NO. 3659 - RESOLUTION OF THE CITY COUNCIL OF THE CITYOFCOLTON ADOPTING <br />CONFLICT OF INTEREST CODES FOR CITY AGENCIES. <br />CORRESPONDENCE: <br />Fees <br />Ambulance Rate Increases <br />City Manager Huffaker referred to a letter dated December 28, 1976, from Mr. D. Steven Rice, President of Courtesy <br />Services in San Bernardino, and attached reports requesting an increase in rates for ambulance service in the City <br />of Colton. <br />Mr. Huffaker advised that, to his knowledge, there has been no increase in rates for ambulance service since the <br />adoption of Resolution No. 3321 in April of 1973, which outlines the existing rates charged for these services. <br />Councilman Hayes commended the excellent service and assistance that our community has received from Courtesy <br />Services in San Bernardino, and felt that the requested rate increase was well justified. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Resolution No. 3665. Vote was unanimous. <br />RESOLUTION NO. <br />3665 - A RESOLUTION OF THE CITY COUNQIL OF THE CITY OF COLTON, AMENDING <br />RESOLUTION NO. 3321, FIXING THE RATES OR FARES WHICH MAY BE <br />CHARGED BY HOLDERS OF PERMITS ISSUED BY THE CITY OF COLTON TO <br />OPERATE AMBULANCES. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />PORI FctatP <br />Community Services Director Earl Young read his memorandum dated December 305 1976, regarding the purchase of a <br />parcel of land owned by Eugene C. Schluter, in the amount of $4,290, for right-of-way acquisition in connection <br />with the future widening of Rancho Avenue, from Georgia Street to La Cadena Drive. <br />Mr. Young advised the parcel of land was appraised at $7,000 per acre, and Mr. Schluter has agreed to an amount of <br />$4,290, as outlined in the Offer to Sell, dated December 275 1976. <br />Mr. Young concluded this is the last parcel for consideration, and if the City Council concurs with this purchase, <br />Staff requests minute action to authorize the opening of escrow with the Title Insurance and Trust Company. <br />JAN / 1977 <br />
