448 <br />Insurance <br />General Liability & Automotive Reinsurance 197-78 <br />Asst. to the City Manager Johnsen called Council's attention to the letter of recommendation from the City's <br />Broker of Record for all reinsurances concerning Excess Public Entity Liability Risks. Mr. Johnsen reported <br />that total risks covered are similar to that covered in 197677, however, that premium costs have increased from <br />$92,500 to $165,000. Mr. Johnsen stated he had worked with our Broker and that this is the best package available <br />considering cost and reliability of market. <br />Mr. Johnsen further reported that the fee for R. L. Kautz and Company to administer the self-insurance program has <br />increased from $1,500 for 1976-77 to $2,500 based on the number of claims processed during the past year. <br />Mr. Johnsen recommended that Staff be directed to amend the working budget to include the full cost for reinsurance <br />policies as proposed in the report of Calvert -Belden, and that the increased fee for R. L. Kautz be approved. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to accept the Staff <br />recommendation. <br />Mayor Beltran raised a question regarding coverage for Dial -A -Ride liability. <br />Mr. Johnsen responded by saying he does not yet have available needed information to determine if the insurance <br />costs for Dial -A -Ride could be paid out of SB 325 funds. <br />Vote was unanimous. <br />Claim <br />Alejandro F. Cota <br />Mr. Johnsen reported that R. L. Kautz and Company, City's general liability and automotive risk management administrators, <br />recommend that Claim No. 0015-76-0026 be denied as per their report dated, June 27, 1977. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to deny Claim No. 0015-76-0026. <br />Personnel <br />Asst. to City Manager Johnsen reported this item is a request for Leave of Absence without pay for a City Employee <br />and an Executive Session is requested to review this item. <br />Mayor Beltran stated that before adjourning to Executive Session he would call for Oral Communications. <br />No one addressed the Council. <br />Mayor Beltran then stated that he was in receipt of a letter from the Asociacion Mexicana Trabajadores Unidos, in <br />which they request authorization to celebrate the Fiestas Patrias of 1977, September 16 to 18. <br />Mayor Beltran stated this is their annual fiesta request and he would recommend approval subject to ratification <br />from the Chief of Police. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve the request of the Asociacion Mexicana <br />Trabajadores Unidos subject to ratification of the Chief of Police. <br />EXECUTIVE SESSION: <br />Council adjourned to executive session at 7:53 p.m. and reconvened at 8:10 p.m. All members present. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to extend the Leave of Absence without pay to employee <br />George Smith until September 30, 1977. Unanimous vote. <br />ADJOURNMENT: <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to adjourn. Unanimous vote. Mayor adjourned the <br />meeting at 8:11 p.m. <br />ORAL COMMUNICATIONS: <br />Mr. Frank Smith stated he wished to address the Council. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to reconvene. Unanimous vote. <br />Mayor declared the meeting reopened at 8:12 p.m. <br />Mr. Frank Smith stated he wished that Staff would give a status report on the problem of the Kelley Hal Grain & <br />Milling Inc. as this problem was called to Council's attention a long time ago. <br />Mr. Johnsen replied that a letter for the Mayor's signature had been prepared and sent to the Air Quality Management <br />District and that no response to his knowledge has been received. <br />Mr. Young, Community Services Director, reported that he had made an appointment to visit the facility this week, <br />however, the Milling Company had called to cancel this appointment. Mr. Young stated he would be contacting the <br />company to again schedule a tour of the facility. <br />Staff and the Council assured Mr. Smith that this air pollution problem will continue to be monitored and a solution <br />sought. <br />An.ini IRNMFNT <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to adjourn.
