447 <br />Weed Abatement <br />Mayor Beltran declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Posting and Mailing. <br />Mr. Earl Young, Community Services Director, reported from his memorandum dated June 30, giving comparison charges <br />for the 1976 and 1977 weed abatement program. Mr. Young stated City charges were computed at 20% of the contract <br />cost for each parcel, with a minimum charge of $3.00 and that a total of 269 parcels were abated. <br />Mayor Beltran asked if there was anyone present to be heard on this matter. No one addressed the Council. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to close the public hearing. Unanimous vote. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to adopt Resolution No. 3706. Unanimous vote. <br />RESOLUTION NO. 3706 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CONFIRMING THE REPORT OF THE STREET SUPERINTENDENT <br />ON THE COST OF ABATING NUISANCE. <br />Personnel <br />Specifications/Positions <br />Mayor Beltran declared the Public Hearing open. <br />Assistant to the City Manager Johnsen submitted the Affidavit of Posting and reported that no objections had been <br />received. <br />Mr. Johnsen gave the Staff presentation saying, the City will soon have over forty positions funded under the CETA <br />programs and the amount of follow-up paper work required for federal programs is extensive and very time consuming and for this <br />reason management feels a position of CETA Coordinator would be in the best interest of the City. <br />Mr. Johnsen continued saying, the position will be fully funded through the CETA program and a salary range of 16 <br />($774 to $903 per month) is recommended. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to close the public hearing. Vote was unanimous. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to approve the job description for the CETA Coordinator <br />and adopt Resolution No. 3707. Unanimous vote. <br />RESOLUTION NO. 3707 - RESOLUTION OF THE CITY COUNCIL OF THE CITY COLTON, <br />AMENDING THE PAY AND CLASSIFICATION PLAN. <br />CORRESPONDENCE: <br />Library Board of Trustees <br />Assistant to the City Manager Johnsen advised the City Council that City Librarian Hornburg would report on behalf of <br />the Library Board. <br />Miss Martine Hornburg reported that the Library Board had unanimously voted to recommend to the City Council that <br />support of SB 792 be voiced. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to instruct Staff to write to the Legislature expressing <br />the City Council's support of SB 7132. Unanimous vote. <br />PLANNING COMMISSION REPORTS ANn RFhnMMFNnATTnNO.- <br />Planning Commission Resolution No. 842 <br />"Prezoning Index A-5-77" <br />Mr. Johnsen informed the City Council the only action sought tonight on this item is that it be set for public hearing <br />and the date of July 19, 1977 is recommended. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to set Planning Commission Resolution No. 842 for public <br />hearing on July 19, 1977. Unanimous vote. <br />COMMUNITY SERVICES DIRECTOR'S RFPnRTc. ANn RFrnmmFNnATTnNq- <br />Special Assessment <br />Washington Street <br />Director Young reported from his memorandum dated June 30, 1977, saying that on request of Mayor Beltran this item has <br />been placed on the Agenda fqr Council's consideration. Mr. Young recalled his memorandum of June 21, in which he conveyed <br />to the Council the request of Villelli Enterprises for an additional assessment district on Washington Street. <br />Mr. Young reported the Council at their last meeting had requested that this item be tabled to allow for information on <br />the status of the City's EDA Application for the "Spine Road" in this area. <br />Mayor Beltran stated that he has been informed that our EDA Application will not be considered prior to September 1977, <br />and for this reason he would like to see the Council act on the assessment request of Villelli Enterprise. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to authorize Staff to proceed to solicit proposals for an <br />assessment district engineer and that the five firms recommended by Staff be utilized. Unanimous vote. <br />CITY MANAGER'S REPORTS ANn RFrnMMFNnATTnNq- <br />Mayor Beltran stated that Assistant. to the City Manager, Mr. Johnsen would give all the City Manager's reports this <br />evening. <br />Councilman Rehrer asked that the Council deviate from the Agenda to allow for the introduction of the new City Manager. <br />Mayor Beltran introduced Mr. Thomas, J. Calabrese, stating that Mr. Calabrese became the new City Manager effective <br />July 1, 1977. <br />Mayor Beltran then thanked Mr. Randy Johnsen for a job well done during the interim period in which Mr. Johnsen was <br />Acting City Manager. <br />XT 51977 <br />
