<br />Mr. Jerry Hemme, representative of Strachota Insurance Agency, made a presentation to the City Council regarding
<br />representation of the City with insurance matters and programs, and risk management authorization. --
<br />Mr. Hemme requested the City Council seriously consider rescinding their former action with regard to the Broker of
<br />Record, stating the City should allow for competitive bidding in insurance matters, as they have in the past.
<br />Colton Utilities Commission
<br />AB 368 - Life Line Rate
<br />Mrs. Marlene A. Wilson, Chairperson of the Colton Utilities Commission, made a presentation to the City Council,
<br />requesting that .the Council Members go on record as endorsing the Life Line Bill, AB 368, and establish a life line
<br />rate for the City of Colton.
<br />Upon Council consensus, this matter was referred to the forthcoming Budget Sessions for discussion and consideration.

<br />Annexations
<br />East Colton Annexation No. 29 (School District)
<br />Mr. Gary Mitchell, Planning Associate, requested approval of Resolution No. 3702, approving the annexation of ten
<br />acres of property on behalf of the Colton Joint Unified School District, which has the consent of 100% of the
<br />property owners of the area affected, and known as "East Colton Annexation No. 29".
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve Resolution No. 3702. Motion carried,
<br />with Councilman Hayes Abstaining.

<br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS:
<br />Parking Regulations
<br />South 7th Street
<br />Community Services Director Earl Young read his memorandum dated June 17, 1977, recommending that a catch basin and
<br />grate be constructed at the corner of 7th and "M" Streets, in front of the bakery shop, and the old pipe that was
<br />laid in the gutter area and covered with concrete be removed, which would result in having a curb face to retain
<br />any water from the street entering the sidewalk area or the bakery.
<br />Mr. Young stated that after the drainage problem has been rectified, Staff would then recommend to the City Council
<br />approval of a resolution deleting the diagonal parking.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, that Staff's recommendation, regarding drainage and
<br />parking problems along South 7th Street, be approved and adopted as outlined. Vote was unanimous.
<br />Special Assessments
<br />Mr. Young reported from his memorandum dated June 17, 1977, and referred to a letter dated June 15, 1977, from Mr.
<br />Thomas R. Villelli, Vice -President of Villelli Enterprises, requesting the formation of an assessment to complete
<br />the intersection of Mt. Vernon Avenue and the proposed Washington Street, and bring Washington Street approximately
<br />1,000 feet west of that intersection, also including a flood control channel to connect the flood control culvert
<br />beneath the Riverside Freeway, immediately south of the Mt. Vernon Avenue off -ramp with the Santa Ana River, to
<br />accommodate the traffic that will be generated by the future developments and projects on the Cooley Ranch, and
<br />provide the necessary access.
<br />Mr. Young read a list of six engineering firms, with good experience in assessment procedures, as recommended by
<br />Mr. Mike Whipple, of Stone and Youngberg, and Mr. F. Makenzie Brown, Attorney.
<br />Mayor Beltran questioned what impact, if any, would this assessment district have on the pending EDA Grant application
<br />for the improvement of Mt. Vernon Avenue.
<br />Staff's response was that the proposed "Spine Road", or improvement of Mt. Vernon Avenue, would be effected as this
<br />assessment district will connect, in portion, with Mt. Vernon Avenue.
<br />Councilman Gonzales stated if it would not cause a problem, he would like to suggest that this matter be continued
<br />to the next regular Council Meeting, or until the City has more definite information on its EDA Grant application.
<br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, to continue the matter regarding the formation of an
<br />assessment district, as requested, to the next regular Council Meeting and/or confirmation on the City's EDA Grant
<br />application. Vote was unanimous.
<br />Transportation

<br />Mr. Young read portions of a letter dated June 16, 1977, from John R. Shone, Director of Transportation of the
<br />County Public Works Agency, regarding distribution of funds allocated through the Safer Off -System (SOS) Roads
<br />Program that was authorized in the 1976 Federal Highway Act.
<br />Mr. Young stated that San Bernardino County's allocation will be $829,890 for the 1976-77 Fiscal Year, which is to
<br />be distributed among the local agencies in the County, either as an allocation of SOS funds or as gas tax dollars.
