438 <br />BUDGET STUDY SESSION OF <br />THE CITY COUNCIL <br />June 6, 1977 <br />A budget study session of the City Council of the City of Colton was held on the above given date at 5:00 p.m., in <br />the Conference Room of the City Hall, Mayor Beltran presiding. <br />Rni i M <br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were Acting City <br />Manager Johnsen, City Attorney Edwards, Finance Director Holt, and City Clerk Ramos. <br />Ri inr.FT <br />Acting City Manager Johnsen reported that Finance Director Holt has prepared a Chart Presentation, but prior to <br />turning the meeting over, he would like to give the City Council an overview of what the prepared proposed budget <br />contains. <br />Mr. Johnsen stated that he believes staff has prepared a very austere budget. There are eight less positions in <br />the new budget, however, this would not involve the layoff of people; it is recommended that the 5% electric de- <br />crease -be eliminated July 1; that a 6% base electric rate increase be effected; the budget does not include a pro- <br />vision for the Chamber of Commerce as their budget was submitted after preparation of this budget, however, it is <br />now available to the Council. Mr. Johnsen said also included in the Electric Budget is a provision that developers <br />would pay capital cost for electric connections; it includes a provision for leasing the Cemetery effective <br />January 1, 1978, leaving a six months operating budget. <br />Acting City Manager Johnsen continued by saying that a major change in City practice is also included and that <br />is the use of General Revenue Sharing Money in capital outlay and other one time expenditures; there is no <br />property tax increase projected; however, a property tax increase is reflected for the Safety Employee Retire- <br />ment Program approved by the voters in the recent election for Proposition J; the Electric Fund does not include <br />transferring a percentage of the fuel cost adjustment revenues - the transfers would only be on the base rate <br />electric charges; the budget does provide for the City to retain its' Class III Fire Rating - this is possible <br />through CETA employees and water improvements; reflected is the receipt of certain projected grants - the monies <br />are shown as revenues and expenditures, if the grants are not received there would not be expenditures. <br />Mr. Johnsen concluded by saying this is a very brief outline. <br />Mayor Beltran stated that after the introduction by Mr. Johnsen, it is evident there are many things that the <br />Council will have to deliberate on and reach agreement on, therefore, he would recommend that the Council hold <br />over budget study sessions until the new City Manager is on board. <br />Mayor Beltran further recommended that a working budget be adopted and only those capital outlay items necessitating <br />immediate purchase be approved. Mayor Beltran asked Mr. Johnsen for a list of capital items needing approval for <br />purchase. <br />Mr. Johnsen gave the following items as needing approval for purchase: <br />1. Memory Typewriter. <br />2. Scramblers for the Police Radios. <br />3. Police Patrol Units. <br />4. Lab Equipment for the Water Quality Control Plant. <br />5. Lowering Device for the Cemetery. <br />Mayor Beltran then stated that approval for the five capital items could be given and that the remainder of the <br />budget would stay and remain the same as it is now. Mayor Beltran recommended that the individual coming on <br />board as the new City Manager be given time to review the proposed budget and that budget study sessions be de- <br />layed until approximately July 15th. <br />Discussion followed on a time element of August 20th for setting the Tax Rate, the statue of Meet and Confer, <br />with Mr. Johnsen reporting that a meeting has been held with the Fire Representatives and the Police Associa- <br />tion and that the first meeting with SBPEA would be accomplished this week. <br />Mr. Daugherty, SBPEA Employee Representative, asked that the Council consider taking action to provide for any <br />salary and working benefits approved after July 1, to be retroactive to July 1. <br />On Council consensus it was agreed that formal action to approve the purchase of the capital items requested and <br />the working budget would be taken at the Council Meeting of June 7, that retroactivity of salary benefits be <br />considered during Meet and Confer, and that budget study sessions be delayed until July 18th. <br />With no further business to come before the Council, the budget study session was terminated at 5:36 p. m. <br />Approved this day of , 1977. <br />Mayor <br />HELEN A.
