Marvin, easement for street and road purposes. <br />Legal Fees <br />Request for approval of increase in fees for Spiegel & McDiarmid. <br />ORDINANCE NO. 1517 <br />Second Reading. (Zone Change) <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve the Consent Calendar. Vote was unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Transportation <br />OMNITRANS <br />Mayor'Beltran referred to a memorandum regarding consideration of a reduction in OMNITRANS service for the City of <br />Colton, concerning Routes 1, 2 and 13, which will result in an annual savings to the City of $35,621, and these <br />monies could be applied to other transportation services or to construction of highways for Colton. <br />Councilman Rehrer questioned the change in services and the 1977-78 budget for OMNITRANS. <br />After additional discussion, moved by Councilman Hayes, seconded by Councilman Gonzales, approving the reduction <br />in bus services for the City of Colton, and authorizing the Mayor to so notify OMNITRANS. Vote was unanimous. <br />Insurance <br />Calvert -Belden <br />Mayor Beltran reported on a letter received from Mr. Blair Belden, of Calvert -Belden Insurance, requesting that the <br />City of Colton appoint Calvert -Belden Insurance as the City's Broker of Record for all of the City's insurance <br />needs, including, but not limited to, liability, property, life and health, and Staff has indicated that past <br />services provided by Calvert -Belden have been very satisfactory. <br />Acting City Manager Johnsen reported that where there is a current Broker of Record other than Calvert -Belden, the <br />City will resolve this matter prior to transferring to the new Broker. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, approving and appointing Calvert -Belden Insurance as <br />the City's Broker of Record for all of the City's insurance needs, as outlined. Vote was unanimous. <br />PHBI TC HFAR T N(,'� <br />Personnel <br />Reclassification <br />Mayor Beltran declared the Public Hearing open. <br />Personnel Officer Johnsen submitted the Affidavit of Posting and reported that no formal protests or objections <br />have been received. <br />Mr. Johnsen reviewed his memorandum regarding the reclassification from the position of Collections Supervisor to <br />Collections Officer, whereby the duties would remain comparatively the same, however, there would be a decrease in <br />the salary range for the classification. <br />Councilman Rehrer asked if this would require an additional person, and an increase in personnel. <br />Mr. Johnsen answered no, this position has been vacant since the retirement of the former Collections Supervisor. <br />Mayor Beltran asked if anyone desired to speak on this matter. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to terminate the Public Hearing. Vote was unanimous. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve reclassification of Collections Supervisor <br />to Collections Officer, as outlined by Staff. Vote was unanimous. <br />Personnel <br />Reclassification <br />Mayor Beltran declared the Public Hearing open. <br />Personnel Officer Johnsen submitted the Affidavit of Posting and reported that no formal protests or objections <br />have been received. <br />Mr. Johnsen advised that Staff recommends the change in classification from Building Maintenance Supervisor to <br />Building Inspector/Maintenance Coordinator, which will involve an increase in salary from Range 24 to Range 25, <br />and would enable the employee to handle both inspections and maintenance for the City. <br />Mr. John Twiss, Director of Building and Safety, stated the inspections for the department have increased considerably <br />and will continue to do so, therefore, this reclassification will benefit and assistance the department, as well as <br />the City. <br />Councilman Rehrer stated there are presently two inspectors for the City that do this work, and he felt this promotion <br />might tend to downgrade the existing classifications, and was not needed. <br />JUN 7 1977' . <br />
