<br />Multi -Service Center/Veterans Park
<br />Future Medical Services
<br />Mr. de la Cerda read his memorandum dated June 7, 1977, regarding future medical services and facilities to be
<br />located at the proposed Multi -Service Center in Veterans Park.
<br />Mr. de la Cerda advised that the San Bernardino County Health Care Services Agency has submitted a proposal to the
<br />County Board of Supervisors for the establishment of an ambulatory health care clinic in the City of Colton. Mr.
<br />de la Cerda stated space to accommodate such a clinic could be provided by leasing a portion of the proposed Multi -
<br />Service Center under a five year contract with the City, for a full time clinic.
<br />Mr. de la Cerda pointed out that: after further study, it has been determined an additional 1,440 square feet and
<br />rearrangement of the west office are of the proposed Multi -Service Center would be necessary to accommodate the
<br />clinic, which would require an additional amount of approximately $40,000. Mr. de la Cerda said there are no funds
<br />available in the HCDA budget for this additional cost, however, the San Bernardino County Office of Community
<br />Development could use part of its local option/contingency fund to make a loan to the Health Care Services Agency,
<br />who could, in turn, use those funds as an advance on their lease of the clinic..
<br />Mr. de la Cerda stated he feels this is an opportunity the City should pursue to the fullest extent possible, and
<br />attempt to negotiate a five year, contract for the establishment of a clinic, to assure the delivery of vital medical
<br />services to the community.
<br />Mr. de la Cerda concluded with the recommendation that the City Council authorize the Mayor to sign and forward a
<br />letter, that he has prepared, to Supervisor Robert 0. Townsend, Chairman of the County Board of Supervisors, requestin
<br />their support in this endeavor. 9
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to continue this matter until the next Regular Council
<br />Meeting. Councilman Gonzales requested a Roll Call Vote:

<br />Mr. Johnsen read his memorandum regarding the City Council's request for a report on speed bumps, reduced speed
<br />limit signs, and "Children at Play" signs, to be installed on streets within the county housing projects area.
<br />Mr. Johnsen stated the "Children at Play" signs will cost approximately $60 each, and can be provided by a budget
<br />transfer, with approval of Resolution No. 3699.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve Resolution No. 3699. Vote was unanimous.
<br />RESOLUTION NO. 3699 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA,
<br />AMENDING THE 1976-77 FISCAL YEAR BUDGET.
<br />Mr. Johnsen advised that reducing the speed limit in that area, to 15 miles per hour, can be accomplished by ordinance,
<br />with first reading of Ordinance No. 1518 this evening.
<br />Council Members felt that inasmuch as this matter is of an urgency nature, this ordinance should be an emergency
<br />ordinance, effective immediately.
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, approving and adopting Ordinance No. 1518 as an emergency
<br />ordinance. Vote was unanimous.

<br />1518 - AN ORDINANCE AMENDING ORDINANCE NO. 1074 REGULATING THE USE OF
<br />TRAFFIC UPON THE STREETS, SIDEWALKS AND OTHER PRIVATE PLACES
<br />IN THE CITY OF COLTON.
<br />Mr. Johnsen then discussed the installation of speed bumps on those streets within the projects area, recommending
<br />that further staff investigation be completed as outlined in the memorandums from the Director of Community Services
<br />and the City Attorney, with regard to possible City liability.
<br />Millie Herrera, 248 East "N" Street, Colton, spoke to the City Council, requesting they give very serious consideration
<br />to installing the required speed bumps in that area as soon as possible, for the resident's safety, and before any
<br />further tragic or fatal accidents occur.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to refer this matter to the Budget Sessions for consideration
<br />and action.
<br />Discussion followed with regard to City liability and possible law suits concerning speed bumps, ready access to
<br />the area of safety vehicles, such as police, fire, paramedics, etc., and the various types of speed bumps that
<br />could be installed.
<br />Councilman Rehrer stated that he would like to withdraw his motion. Councilman Hayes stated he would like to
<br />withdraw his second to the motion.
<br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, approving the installation of speed bumps and designated
<br />caution signs along those streets within the county housing projects, subject to coordination with the Police and
<br />Fire Departments. Vote was unanimous.

<br />items for consideration and approval.
