<br />Federal Funds
<br />Mrs. Margaret Ritz, 655 North 4th Street, Colton, made a presentation to the Council members with regard to Section
<br />8 Funds and low income housing in Colton, stating that if the City must approve and initiate a housing program in
<br />Colton in order to obtain Federal funds for other programs, either present or future, then she felt the City should
<br />refuse and do away with Federal funds all together.
<br />Councilmen Gonzales and Hayes stated that although they are aware of the fact that the citizens do not approve of
<br />or want low income housing, the City cannot afford to completely eliminate HUD programs or Federal funding, as
<br />there are other projects and programs to be considered that would greatly benefit the people and the community.
<br />Mayor Beltran stated that he and the Council Members understand the wishes of the people of the community, however,
<br />the City of Colton is very much in need of Federal funds and other HUD programs.
<br />Mr. Randall Anstine, 943 Iowa Avenue, Colton, spoke in favor of the proposed projects for Veterans and Municipal
<br />Parks, as presented by the Community Development Coordinator, and felt they were badly needed in Colton.
<br />Mrs. Ritz, and other members of the audience, asked that the City Council keep them aware of other projects, and
<br />possible future housing for the City.
<br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS:
<br />Bids
<br />Community Services Director Earl Young advised that Staff recommends awarding the contract for various paving
<br />projects to the low bidder, E. L. Yeager Construction Company, in the amount of $89,217.44. Mr. Young stated that
<br />four bids had been received and opened on May 23, 1977.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, approving award of bid for various paving projects
<br />to E. L. Yeager Construction Company in the amount of $89,217.44. Vote was unanimous.
<br />Traffic
<br />Regulations & Control
<br />Mr. Young read his memorandum dated June 2, 1977, regarding the placing of a "Stop Sign" at the intersection of
<br />Cooley Drive and South Mt. Vernon Avenue, for orderly control of traffic.
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution No. 3698. Vote was unanimous.

<br />Parking Regulations
<br />Drainage Problems
<br />Mr. Young made a status report to the Council Members with regard to solutions for the continuing problems of
<br />parking and drainage control along 7th Street, between "L" and "M" Streets, as discussed at a previous Council
<br />Meeting.
<br />Mr. Young stated that Staff is studying and reviewing this matter, and a full report will be made at the next
<br />Regular Council Meeting.
<br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS:
<br />Claims
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to deny Claim of Susan E. Busse versus the City of
<br />Colton, as recommended by the insurance administrator. Vote was unanimous.
<br />Municipal Park
<br />Soil Investigation Tests
<br />Community Development Coordinator Arturo de la Cerda reported the soil investigation tests at Municipal Park had
<br />been deferred until demolition of the plunge and plunge building were accomplished, which is estimated to be completed
<br />within the next week.
<br />Mr. de la Cerda stated it will now be necessary to contract for the soil investigation tests at the park site, and
<br />recommended the firm of Pioneer Consultants, who conducted these tests at Veterans Park for a total fee of $623.55.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, approving and authorizing Mayor to sign contract with
<br />Pioneer Consultants to conduct soil investigation tests at Municipal Park site, not to exceed a fee of $700. Vote
<br />was unanimous.
<br />HCDA Projects
<br />Mr. de la Cerda requested approval from the City Council to extend the bid opening date, regarding construction of
<br />the Veterans and Municipal Parks projects, from Thursday, June 16, 1977, at 2:00 p.m., to Thursday, June 30, 1977,
<br />at 2:00 p.m., allowing more time for contractors to bid on the proposed projects.
