<br />Mayor Beltran read in full proclamations designating the month of May as "Parliamentary Law Month" and "Older
<br />American's Month".
<br />Mayor Beltran also read in full a proclamation designating the month of June as "Burglary Prevention Month", which
<br />was presented to Police Chief Elliott.

<br />AB 220
<br />Mayor Beltran read his memorandum regarding Assembly Bill 220 (Goggin), requesting that the City Council join the
<br />County of Riverside in opposing this bill, and also to adopt a resolution supporting the Southern California Gas
<br />Company in their efforts to develop, insure and import new supplies of natural gas as soon as possible to Southern
<br />California.
<br />Mr. Frank Rebollo, Manager of the Chamber of Commerce, read a letter dated May 23, 1977, indicating the Chamber's
<br />support of the City Council in their position of opposing AB 220.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Reaolution No. 3695. Vote was unanimous.

<br />AB 368
<br />Mayor Beltran read his memorandum regarding Assembly Bill 368 (Goggin), which would mandate a lifeline rate structure
<br />for public electric utilities in the State of California. Mayor Beltran also read an excerpt from the unapproved
<br />Minutes of the Regular Meeting of the Colton Utilities Commission held May 2, 1977, wherein the Commission went on
<br />record as endorsing AB 368 on lifeline rates.
<br />Mayor Beltran referred to a letter dated April 5, 1977, addressed to Assemblyman Terry Goggin, requesting that he
<br />reconsider his sponsorship of AB 368.
<br />Mrs. Marlene Wilson read a letter dated May 24, 1977, addressed to the Mayor and City Council, regarding supporting
<br />a lifeline rate for the City of Colton, and stated this issue should be taken before the people of the community,
<br />"for a special vote from them, to determine if the citizens of Colton do, in fact, want the lifeline rate.
<br />Mrs. Francis Grice stated the City of Colton has a problem here, and if the City Council does not consider a lifeline
<br />rate, it can seriously effect the City's tax structure.
<br />Discussion followed regarding AB 368, and the possibility of a lifeline rate for the City of Colton.
<br />Councilman Hayes stated he is concerned about future tax bills for the City, and felt the City should establish
<br />their own lifeline rate.
<br />Councilman Gonzales suggested this matter be referred to the Budget Sessions, for discussion on the possibility of
<br />establishing a lifeline rate for the City.
<br />Mayor Beltran stated if there are no further comments or suggestions on this issue, the matter will be continued to
<br />the forthcoming Budget Sessions.
<br />Awards
<br />Mayor Elvin Meek, of Rialto, and Mr. Joe Venegas, presented a plaque to Mayor Beltran for his participation in
<br />their Cinco de Mayo.festivities, and stated that certificates will also be sent to Councilwoman Cisneros and
<br />Councilman Gonzales.
<br />PUBLIC HEARINGS:

<br />Mayor Beltran declared the Public Hearing open.
<br />Deputy City Clerk submitted the Affidavit of Publication and reported that no protests or objections had been
<br />submitted.
<br />Mr. Gary Mitchell, Planning Associate, advised that the zone change application has been requested by Country
<br />Village, to change the zone from R -3-X to R-1, in Tract No. 9168.
<br />Mr. Mitchell described the surrounding zoning and uses in the area, stating that Staff and the Planning Commission
<br />recommend approval of the zone change, based on the following findings:
<br />"The zoning change from R -3-X to R-1 is consistent with approved develop
<br />ment plans; a Negative Declaration from the project be approved since
<br />no higher level of development would be authorized beyond the low density
<br />residential tract."
<br />Mayor Beltran asked if anyone desired to speak in favor of, or in opposition to, the zone change.
<br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, to terminate the Public Hearing. Vote was unanimous.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve first reading of Ordinance No. 1517. Vote was
<br />unanimous.
