<br />Mr. de la Cerda stated that Staff and the Community Citizens Advisory Commission recommend the 1977-78 Community
<br />Development Budget be modified as follows:

<br />Mr. de la Cerda also requested Council approval and authorization for the Mayor to sign a letter dated May 19,
<br />1977, to be forwarded to Mr. Earl G. Fields, Program Manager of HUD, together with the modified 1977-78 application
<br />forms.
<br />Mayor Beltran asked if 'anyone desired to speak on this matter.
<br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to terminate the Public Hearing. Vote was unanimous.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, to approve modification of 1977-78 Application to
<br />HUD, and authorize Mayor to sign letter to be forwarded to Mr. Earl G. Fields, along with application forms. Vote
<br />was unanimous.

<br />Mr. Louis Romo, President of La Placita de Agua Mansa Restoration Association, Inc., read and presented a framed
<br />letter to the Mayor and City Council from the Association, which was established April 13, 1977, outlining their
<br />ideals and future plans for the preservation and beautification of the City of Colton.
<br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS:

<br />Environmental Quality Act
<br />Mr. Gary Mitchell, Planning Associate, reported on proposed guidelines which outlines procedures, objectives and
<br />criteria for implementing the California Enviornmental Quality Act, dated May, 1977, for the City of Colton.
<br />Mr. Mitchell advised that the Planning Commission has studied in detail the guidelines, which have also been reviewed
<br />by the City Attorney, and recommend adoption of said guidelines, as outlined in Planning Commission Resolution No.
<br />840.
<br />Mr. Mitchell referred to Section 35, Negative Declarations, of the report, and requested Council direction with
<br />regard to the designated agency that will review the Negative Declarations to come before the City, either the City
<br />Council, itself, the Planning Commission, or other approving body.
<br />After additional discussion, moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution No.
<br />3696, and directing the Planning Commission as the designated agency to review all Negative Declarations. Vote was
<br />unanimous.
<br />RESOLUTION NO. 3696 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA,

<br />FORNIA ENVIRONMENTAL QUALITY ACT.
<br />Conditional Use Permit

<br />Mr. Mitchell reported that Mr. Robert L. Henley has requested a Conditional Use Permit to construct an office
<br />building, containing approximately 800 square feet, to provide a professional office facility and meeting room, to
<br />be located in the Fiesta Village development, east of the handball/racquetball club and north of the By -You -Bobs
<br />Restaurant, on the north side of Washington Street.
<br />Mr. Mitchell advised the Planning Commission recommends approval of the Conditional Use Permit, subject to six
<br />conditions, as outlined in Planning Commission Resolution No. 839.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, to approve Planning Commission Resolution No. 839.
<br />Vote was unanimous.

<br />Mr. Mitchell stated that a letter, dated May 19, 1977, has been received from Mr. Tom Archibald, requesting annexation
<br />to the City of Colton of approximately 7 acres of land located between Stevenson and Olive Streets, west of Rancho
<br />Avenue to Grand Street, which is inside Colton's "Sphere of Influence", as established in 1973.
<br />Mr. Mitchell concluded it is recommended the City Council authorize Staff to prepare a Resolution of Application
<br />for this annexation, subject to the property owner paying actual application fees incurred with the L.A.F.C.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, authorizing Staff to prepare Resolution of Application
<br />for Annexation requested by Mr. Tom Archibald, as outlined by Staff. Vote was unanimous.
<br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS:

<br />Community Services Director Earl Young requested approval of a Maintenance Agreement of State Highways in the City
<br />of Colton, as submitted by CALTRANS, and also approval of Resolution No. 3687.
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution No. 3687. Vote was unanimous.
<br />RESOLUTION NO. 3687 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING
<br />AGREEMENT FOR MAINTENANCE OF STATE HIGHWAYS IN THE CITY OF COLTON.
<br />Parking Regulations
<br />Mr. Young reported from his memorandum dated May 19, 1977, regarding instruction from the City Council to study the
<br />possible deletion,of diagonal parking along the west side of 7th Street, between "L" and "M" Streets, due to many
<br />citizen's complaints.
