<br />Mr. Earl Young, Community Services Director, advised that Staff recommends approval of a resolution establishing a
<br />fee to be collected by the City covering the cost for the division of assessments on divided lots or parcels within
<br />Assessment District No. 1976-1 (Cooley Drive).

<br />Mr. Johnsen read a memorandum requesting Council approval of a resolution supporting the San Francisco Board of
<br />Supervisors' Resolution No. 106-77, opposing the passage of Senate Bill 42, which concerns the Determinate Sen-
<br />tencing Act of 1976.
<br />After discussion, moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution No. 3685. Vote
<br />was unanimous.
<br />RESOLUTION NO. 3685 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA,
<br />EXPRESSING OPPOSITION TO SB 425 THE DETERMINATE SENTENCING ACT OF
<br />1976 AS DRAFTED AND URGING IMMEDIATE EMERGENCY AMENDMENTS.
<br />Air Pollution
<br />Kelley Grain & Milling Company
<br />Mr. Johnsen reported from his memorandum regarding Staff investigations of air pollution problems concerning the
<br />Kelley Grain & Milling Company, and also referred to reports from the Director of Building & Safety, Director of
<br />Community Services, and Planning Associate on this problem.
<br />Mr. Johnsen stated it is Staff's feeling that the adoption of a local ordinance establishing regulations more
<br />strict than the A.P.C.D. now enforces would have far reaching effects on other industries and commercial interests
<br />in the City of Colton, therefore, enforcement would be a local responsibility and Staff is not prepared to recom-
<br />mend that step at this time.
<br />Mr. Frank Smith, 270 West F Street, Colton, stated the City Council should adopt an ordinance regulating the opera-
<br />tion of businesses such as the Kelley Grain and Milling Company, and force them to comply with the ordinance.
<br />After additional discussion, moved by Councilwoman Cisneros, seconded by Councilman Hayes, instructing Staff to
<br />continue working with the A.P.C.D. and the management from the Kelley Grain and Milling Company in efforts to
<br />resolve these problems. Vote was unanimous.
<br />Permits
<br />Taxi and Ambulance Drivers
<br />Mr. Johnsen referred to a memorandum regarding consideration of amendments to Resolution No. 3313, establishing
<br />requirements of driver permits for taxi and ambulance drivers, and a recommendation from the Chief of Police that
<br />certain sections of this resolution be deleted to conform to local and State requirements for licensing.
<br />Mr. Johnsen advised the sections to be deleted concern Section I, "Definitions", Item No. 6, and all of Section VI,
<br />"Driver's Permit".
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution No. 3686. Vote was unanimous.

<br />Mr. Edwards then read in full the verbatim transcript of that portion of the Minutes from the April 5, 1977 meeting
<br />on the Section 8 Funding Program.
