<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, approving and authorizing Mayor to sign Amendment
<br />to Agreement between the City of Colton and Yellow Checker Leasing, Inc., for extended Dial -A -Ride services,
<br />and further authorizing Staff to pay February and March billings as submitted. Motion carried, with Councilman
<br />Rehrer voting NO.
<br />Parking Regulations
<br />Mr. Johnsen read a memorandum from Mayor Beltran dated April 29, 1977, concerning complaints from citizens
<br />regarding the diagonal parking along 7th Street, between "L" and "M" Streets, which is creating poor visibility
<br />and traffic hazards.
<br />Mr. Johnsen stated the Mayor has recommended this item be referred to Staff for further study and report.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to refer to Staff for study and report the
<br />citizens complaint regarding diagonal parking along 7th Street, between "L" and "M" Streets. Vote was unanimous.
<br />Programs/Police
<br />Crime Prevention
<br />Lt. Paul Connelly, of the Colton Police Department, made a presentation on Crime Prevention Programs, advising
<br />of new laws and regulations governing crime prevention and showed posters that can be displayed throughout the
<br />City for citizens' assistance.
<br />Council Members thanked Lt. Connelly and the Police Department for the informative presentation.
<br />PUBLIC HEARING:

<br />Mayor Pro -Tem Gonzales declared the Public Hearing open.
<br />City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been
<br />received.
<br />Mr. Gary Mitchell, Planning Associate, showed a map of the area in question for the rezoning, advising that initially
<br />approximately 6.5 acres of land located on the north side of E��Street was being considered for a change of zone
<br />from R-3 to R -1-X, however, this has been expanded to include 2.5 acres of undeveloped land and 4 acres of Tract
<br />No. 6438, the tract being approved in 1961 with a land use density of 4 units per acre.
<br />Mr. Mitchell advised that the Planning Commission held a public hearing on the zone change April 12, 1977, and
<br />recommended approval of the rezoning from R-3 to R -1-X, the "X" classification requiring a conditional use permit
<br />for any development proposed, as outlined in Planning Commission Resolution No. 831.
<br />Mr. Nat Hardy, President of Coast Construction Company, 3617 West MacArthur, Santa Ana, and designated agent of the
<br />applicant/owner, Lincoln Savings and Loan Company, stated they are looking forward to working with the City Staff
<br />towards a planned development for this site, and requested Council's consideration for a maximum density of 12
<br />rather than 10, as proposed.
<br />Mr. Mitchell stated that if the City Council desires to consider and approve this suggestion, he would like to
<br />recommend that an additional section be added to Condition No. 1 of Planning Commission Resolution No. 831, which
<br />would be "d", and could read as follows:
<br />"d. A planned development may be approved with an overall density not to
<br />exceed twelve (12) dwelling units."
<br />The following people spoke on the proposed zone change, indicating opposition with regard to changing the maximum
<br />density from 10 to 12 dwelling units:
<br />Mr. James Ritz, 655 North 4th Street, Colton
<br />Mr. Dean Carter, 800 North 2nd Street, Colton
<br />Mr. Daniel L. Patridge, 571 West C Street, Colton
<br />A petition was presented to the City Council, containing approximately 109 signatures, which stated - "We the
<br />residents of Colton, California, protest any proposed site North South East or West in the City or County boundaries
<br />of Colton, for low income apartment units or low income housing."
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to terminate the Public Hearing. Unanimous vote.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving first reading of Ordinance No. 1516, with a
<br />maximum density not to exceed ten (10) dwelling units. Vote was unanimous.

<br />Utilities Commission
<br />Mr. Greg Si. Fife, 1245 West C Street, Colton, and Member of the Utilities Commission, made a presentation to the
<br />Council Members regarding a request from the Utilities Commission for consideration and approval of a newsletter
<br />insert to be placed in the utility billings that are mailed out bi-monthly. Mr. Fife stated this would consist of
<br />6 newsletter inserts during the 1977-78 fiscal year, and the information for these newsletters will be provided by
<br />the Utilities Commission.
<br />After additional discussion, moved by Councilman Rehrer, seconded by Councilman Hayes, to refer this matter to
<br />Staff for review and consideration during the 1977-78 Budget Sessions. Vote was unanimous.

<br />Conditional Use Permit

<br />Mr. Gary Mitchell, Planning Associate, reported that Planning Commission Resolution No. 835 concerns a Conditional
<br />Use Permit application requested by Mr. Robert Henley, to establish an ice cream shop, consisting of approximately
<br />1,300 square feet, with parking and related landscaping, to be located within Fiesta Village, between the By -You -
<br />Bobs Restaurant and the E -Z 8 Motel, on the north side of Washington Street, easterly and southerly of the Riverside
<br />Freeway.
