4 8 COUNCIL MEETING November 1, 1977 A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Beltran presiding. Mayor Beltran led the group in the Pledge of Allegiance to the Flag. Invocation was offered by the Reverend David R. Pasamonte of the United Methodist Church of Colton. Absent was City Manager Calabrese. CONSENT CALENDAR: Minutes October 18, 1977 October 21, 1977 Warrants 13866 through 14170 12429 through 12612 October 28, 1977 Inclusive RESOLUTION NO. 3740 RESOLUTION OF INTENTION OF THE CITY COUNCIL OF THE CITY OF COLTON TO APPROVE AN AMENDMENT TO CONTRACT BETWEEN THE CITY OF COLTON AND BOARD OF ADMINISTRA- TION OF THE PUBLIC EMPLOYEES' RETIREMENT SYSTEM. Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, to approve the Consent Calendar. Vote was unanimous. MAYOR'S REPORTS AND PROCLAMATIONS: Boards and Commissions Recreation and Parks Commission Mayor Beltran stated that appointments to the Recreation and Parks Commission will be made later during the meeting. Proclamation Alcoholism Action Week Mayor Beltran read in full a Proclamation endorsing Alcoholism Action Week, November 14 through 20, 1977, which was presented to Reverend Clyde Gunderson, representing the Social Science Service Center. Resolution of Recognition Mayor Beltran read in full a Resolution of Recognition, designating the week of November 6 through 12, 1977, to be observed as Colton Detachment, Marine Corps League. The Resolution was accepted by Mr. Rudy Contreras. Transportation OMNITRANS Planning Director Gonzales advised that since the level of bus service was reduced July 25, 1977, there have been scheduling problems on Routes 25 and 26, and in order to help alleviate these problems, recommendations are offered for Council's consideration: 1. Increase the level of service on Routes 25 and 26 from 60 minute frequency to 40 minute frequency. Routes 25 and 26 would be designated the original route numbers of 1 and 2 for interconnector purposes. 2. Deviate Route 25, or 1, to Colton High School from La Cadena Drive and "H" Street. (40 minute frequency) 3. Route 26, or 2, to the South Colton area. (40 minute frequency) 4. Route 13,.which services West Colton, to remain the same, 60 minute frequency. Mr. Gonzales concluded the estimated cost for these services will be approximately $83,000 for the fiscal year 1978-79, with the 1977-78 estimated cost for the existing level of bus service being $77,000. Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, to approve schedules of OMNITRANS bus service for the City of Colton as outlined by Staff. Vote was unanimous. Boards and Commissions Colton EXPO 81 Commission Mayor Beltran stated that Councilman Rehrer has nominated Mrs. Hazel Olson to serve on the Colton EXPO 81 Commis- sion. Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving appointment of Mrs. Hazel Olson to serve on the Colton EXPO 81 Commission. Unanimous vote. Boards and Commissions Utility Commission Mayor Beltran read a memorandum dated October 28, 1977, from Councilman Gonzales, recommending the appointment of Mr. Daniel Carrasco to the Utility Commission, to fill the vacancy of former Commissioner Jerry Magnant. Moved by Councilwoman Cisneros, seconded by Councilman Hayes, approving appointment of Mr. Daniel Carrasco to the Utility Commission. Vote was unanimous. i97
