Parade Permit <br />Mayor Beltran referred to an Application for Parade Permit, submitted by Mr. Chuck Faren and Councilman Hayes, on <br />behalf of the Colton High School Band, for the high school's Annual Homecoming Parade, to be held Friday, November <br />11, 1977, from 5:00 to 6:00 p. m. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, approving Parade Permit of Colton High School Band <br />for their Annual Homecoming Parade to be held November 11, 1977. Unanimous vote. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />VAHAnrA <br />P. C. Res. No. 852 <br />Planning Director Gonzales reported on a Variance application, Index No. V-5-77, requested by Robert Perez to <br />reduce the side yard setback from 10 feet to 8 feet for a room addition, on property located at 801 Louise Street. <br />Mr. Gonzales advised that the Planning Commission recommends approval of the Variance application, subject to two <br />conditions as outlined in Planning Commission Resolution No. 852. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to approve Planning Commission Resolution No. 852. <br />Vote was unanimous. <br />Neighborhood Preservation Program <br />Planning Director Gonzales reviewed his memorandum dated October 27, 1977, regarding the Neighborhood Preservation <br />Program, advising that the Planning Commission has reviewed the Neighborhood Preservation Program and, in particular, <br />whether to remove that condition of the Program which requires that a home be located in a residential zone in <br />order to be eligible for home improvement loans and/or grants. <br />Mr. Gonzales continued that the purpose of this condition is to accomplish the long range planning goals of the <br />City in segregating various land uses. Mr. Gonzales said the presently established Neighborhood Preservation <br />Program is consistent with accepted planning practices and the City's Zoning Ordinance. <br />Mr. Gonzales advised that homes in a commercial or industrial zone are allowed repairs to a maximum of $2,000 per a <br />twelve month period, and anything in excess would have to be reviewed and approved by the Planning Commission and <br />City Council, however, homes in these particular zones are not eligible for home improvement loans and/or grants. <br />Mr. Gonzales further advised that residential areas within commercial or industrial zones may petition for a zone <br />change and if the zone is changed to residential, they would then be eligible for these loans, or grants. <br />Mr. Gonzales stated areas of the City that are determined to be blighted areas, regardless of their zones, would be <br />eligible for federal funding for rehabilitation under Project Programs, such as the five Priority Projects recently <br />approved by the City Council. <br />Council members were concerned with those residences located in commercial or industrial zones, in need of rehabili- <br />tation or improvement, that would not be considered eligible for these loans, or grants, due to the zoning. <br />Mr. Gonzales stated these particular residences could apply for a zone change, in order to become eligible, or <br />could be considered in a Project. Program under future CDA funding, as he had explained previously. <br />After additional discussion, moved by Councilman Gonzales, seconded by Councilman Rehrer, to approve the Neighborhood <br />Preservation Program, in its present form, as outlined by Staff. Vote was unanimous. <br />Sphere of Influence <br />Planning Director Gonzales reviewed his memorandum dated•October 27, 1977, regarding the City of Colton's Sphere of <br />Influence, to include the Grand Terrace area, which had previously been reviewed in detail by both the Planning <br />Commission and the City Council. <br />Mr. Gonzales advised that the Planning Commission reaffirms their previous recommendation that the Grand Terrace <br />Community be included within the City of Colton's Sphere of Influence with urban services for Grand Terrace to be <br />supplied by the City of Colton. <br />Mr. Gonzales stated that this matter will appear on the Local Agency Formation Commission Agenda for the meeting of <br />December 14, 1977. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, authorizing the Mayor to write a letter to the <br />County Board of Supervisors requesting that the Grand Terrace Community be included in the Sphere of Influence for <br />the City of Colton. Vote was unanimous. <br />Councilman Rehrer stated that he would like to make an amendment to his motion, recommending that a member of Staff <br />and a member of the City Council attend the L.A.F.C. meeting to be held December 14, 1977, to speak on this matter <br />on behalf of the City. Councilwoman Cisneros stated that she would second the amendment to the motion. Vote was <br />unanimous. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Surplus Property <br />Assistant to the City Manager Johnsen referred to a proposed Resolution which will allow designated City Staff to <br />acquire federal surplus property from the California State Agency for Surplus Property for the City, and author- <br />izing City Staff to consider items that would otherwise be much more expensive. <br />Mr. Johnsen said that Staff recommends approval of Resolution No. 3741, and the Mayor be authorized to sign the <br />Statement of Assurances. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Resolution No. 3741, and authorize Mayor <br />to sign the Statement of Assurances. Unanimous vote. <br />RESOLUTION NO. 3741 <br />- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON DESIGNATING <br />EMPLOYEES ,AUTHORIZED TO ACQUIRE FEDERAL SURPLUS PROPERTY FROM <br />THE STATE ON BEHALF OF CITY. <br />Claims <br />Rosendo Castoneda Carrillo <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to deny Claim of Rosendo Castoneda Carrillo versus <br />the City of Colton, as recommended by the insurance administrator.
