we <br />Utilities Commission <br />Mayor Beltran referred to a memorandum dated November 109 1977, from Councilwoman Cisneros, recommending reappoint- <br />ment of Mr. Elston Hulsey to the Colton Utilities Commission. <br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, ratifying reappointment of Mr. Elston Hulsey to the <br />Colton Utilities Commission. Vote was unanimous. <br />Mayor Beltran recommended the appointment of Mr. Anthony Garite to the Colton Utilities Commission, to fill the <br />vacancy created by the resignation of Chairperson Marlene A. Wilson. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, ratifying appointment of Mr. Anthony Garite to the <br />Colton Utilities Commission. Unanimous vote. <br />Resolution No. 3742 <br />Mayor Beltran referred to correspondence from the City of San Bernardino, Mayor Holcomb's office, relating to the <br />naming of the Mill Street Overpass, the "Harry R. Sheppard Overpass", and a proposed resolution from the City of <br />Colton supporting this designation. <br />Mayor Beltran then read in full Resolution No. 3742. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution No. 3742. Vote was unanimous. <br />RESOLUTION NO. 3742 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON SUPPORTING <br />RESOLUTION OF THE CITY OF SAN BERNARDINO TO NAME THE MILL STREET <br />OVERPASS THE "HARRY R. SHEPPARD OVERPASS". <br />Governmental Agencies <br />Title I <br />Mayor Beltran advised that through the Economic Development Administration, Title I assistance, or funding, can be <br />made available to a county or designated recipient area by the formation of a committee, representative of the <br />community, to review and recommend projects. <br />Mayor Beltran continued that Staff has prepared a resolution requesting that the County Board of Supervisors or- <br />ganize and maintain such a committee, the OEDP Committee, that conforms to federal EDA requirements, in order to <br />provide all cities the opportunity to pursue EDA Title I funding for needed projects. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to approve Resolution No. 3743. Unanimous vote. <br />RESOLUTION NO. 3743 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON REQUEST- <br />ING SAN BERNARDINO COUNTY TO MAINTAIN AN OEDP COMMITTEE. <br />Governmental Agencies <br />Title IX <br />Mayor Beltran reported on Resolution No. 3744, which requests consideration for Title IX funding from the Economic <br />Development Administration to aid in the employment situation created at the Kaiser Steel Corporation in Fontana. <br />Mayor Beltran stated as everyone is aware, the Kaiser Steel Corporation has been a major employer of the residents <br />of Colton and other nearby cities and has recently reduced its employee work force, which has resulted in the <br />increase of the area's already high unemployment rate. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve Resolution No. 3744. Vote was unanimous. <br />RESOLUTION NO. 3744 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON REQUEST- <br />ING CONSIDERATION FOR TITLE IX FUNDING FROM THE ECONOMIC DEVEL- <br />OPMENT ADMINISTRATION. <br />Mayor Beltran stated that copies of Resolution No. 3744 will be sent to our neighboring communities, urging them to <br />adopt a similar resolution. <br />Resolution No. 3749 <br />Mayor Beltran spoke about the City of Colton's annexations and Sphere of Influence in connection with the Local <br />Agency Formation Commission, advising that Staff has prepared a resolution encouraging the L.A.F.C. to purposefully <br />study the capacities of all cities in order to rightfully designate spheres of influence and proper areas for <br />annexation to existing local governmental agencies. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution No. 3749. Unanimous vote. <br />RESOLUTION NO. <br />CORRESPONDENCE: <br />3749 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ENCOURAG- <br />ING THE LOCAL AGENCY FORMATION COMMISSION OF SAN BERNARDINO COUNTY <br />TO RIGHTFULLY DESIGNATE SPHERES OF INFLUENCE AND PROPER AREAS FOR <br />ANNEXATION TO LOCAL GOVERNMENTAL AGENCIES WITHIN SAN BERNARDINO <br />COUNTY. <br />Charitable Organizations <br />Colton Drug Abuse Program <br />City Manager Calabrese read a letter dated November 7, 1977, from Guadalupe Prieto, Program Director of the Colton <br />Drug Abuse Program, affiliated with the Mexican -American Parent Student Organization, advising that the Colton Drug <br />Abuse Program is in the process of moving to new facilities in the immediate area, however, it is their desire to <br />retain the present facility for continuing services. <br />Mr. Prieto's letter requested assistance and consideration from the City Council in granting $2,400 from Revenue <br />Sharing funds in order to meet the requirements for continuation of these services to the community. <br />Mr. Calabrese stated the City Council has already made designations for the forthcoming Revenue Sharing funds, <br />however, Staff can look into this matter to see what might be workable for the Program. <br />After discussion, moved by Councilman Hayes, seconded by Councilwoman Cisneros, to refer to Staff for further study <br />and report the request from the Colton Drug Abuse Program for $2,400 of Revenue Sharing Funds.
