<br />Pedestrian Crossings
<br />City Manager Calabrese read a letter dated November 8, 1977, from Camilla Herrera, President of the Woodrow Wilson
<br />School PTA, and a letter from Frank M. Rebollo, Manager of the Chamber of Commerce, requesting that the pedestrian
<br />bridge crossing over South La Cadena Drive near Woodrow Wilson Elementary School, be beautified and repainted, with
<br />a "Welcome to Colton" message on either side of the bridge.
<br />After discussion, Staff was directed to further study this matter and make a report at the next regular Council
<br />Meeting.

<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to set for Public Hearing on Tuesday, December 6,
<br />1977, Planning Commission Resolution No. 853. Vote was unanimous.
<br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS:
<br />Bids
<br />Rancho Avenue Widening
<br />Community Services Director Earl Young requested permission to advertise for bids on the widening of South Rancho
<br />Avenue, from Georgia Street to South La Cadena Drive, at an estimated cost of $261,000, for which monies were
<br />budgeted.
<br />Mayor Beltran and Councilman Rehrer felt that the widening of South Rancho Avenue should be postponed until after
<br />the sewers are installed in that area, in order to complete both projects simultaneously.
<br />Upon Council concurrence, Staff was directed to postpone the advertising for bids at this time, and furnish Council
<br />with a report on the proposed sewer trunk line and street widening.
<br />Tract No. 9963
<br />Mr. Young requested that approval of Tract No. 9963 be removed from the Agenda at this time, and this matter will
<br />be brought back to the Council at a later date.

<br />County of San Bernardino
<br />City Manager Calabrese advised that the proposed Joint Powers Agreement with the County of San Bernardino, creating
<br />the Arrowhead Justice Association, has been removed from the Agenda.
<br />Programs/Police
<br />Selective Traffic Enforcement Grant
<br />Mr. Calabrese reported that on November 3, 1977, the City was notified by the State Office of Traffic Safety that
<br />our Police Department's grant application to participate in the Selective Traffic Enforcement Program had been
<br />approved, to begin on December 1, 1977.
<br />Mr. Calabrese advised the program covers a three-year period, with federal funding, allocated under the agreement,
<br />not to exceed $104,685, which covers costs for the first year and one-half of the second year of the program,
<br />leaving the City of Colton to pay one-half of the costs for the second year and full cost, or 100%, during the
<br />third year of the program, the necessary costs involving the routine maintenance of equipment and one-half of
<br />personnel services.
<br />Councilman Gonzales and Councilman Rehrer questioned the City's responsibility of costs for half of the second year
<br />and full third year of this program, indicating their concern as to how these funds will be provided for this
<br />increase.
<br />Councilman Hayes felt this was a very worthwhile program and essential for the growth of our City.
<br />Police Chief Phil Elliott stated that the growth factor in Colton creates traffic problems and the City needs safer
<br />streets. Mr. Elliott said this program will be self-supporting, with revenues being generated by the program
<br />itself.
<br />Mr. Elliott continued that the grant application and Selective Traffic Enforcement Program was presented to the
<br />City Council for review and consideration at the meeting held August 16, 1977, which was approved by the City
<br />Council at that time. Mr. Elliott said that a letter dated August 18, 1977, signed by Mayor Beltran, was sent to
<br />the Office of Traffic Safety in Sacramento, indicating the City Council's authorization for the City's participa-
<br />tion in the Selective Traffic Enforcement Program.
<br />Mr. Elliott concluded, unless otherwise directed, it is the intention of the Police Department to become operational
<br />with this program on or about December 1, 1977.
<br />After additional discussion, moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving and authorizing
<br />implementation of the Selective Traffic Enforcement Program for the City of Colton. Unanimous vote.
<br />Agreements
<br />Perez & Hurtado, Architects, Inc.
<br />City Manager Calabrese referred to his memorandum, and attached correspondence, regarding an amendment to the
<br />existing agreement between the City of Colton and Perez and Hurtado, Architects, Inc., for design services and
<br />revisions on the Lawrence A. Hutton Community Center and the Peter S. Luque Multi -Service Center.
<br />Mr. Calabrese advised that the amendment has been reviewed and approved by our City Attorney as to legal form.
<br />Discussion followed among Council Members and Staff regarding the increased costs for architectural services, and
<br />the proposed medical clinic to be located in the Peter S. Luque Multi -Service Center.
<br />Moved by Councilman Gonzales, seconded by Councilman Hayes, approving and authorizing Mayor to sign amendment to
<br />Agreement between the City of Colton and Perez and Hurtado, Architects, Inc., as outlined by Staff. Vote was
<br />unanimous.
