<br />City Attorney Edwards introduced three resolutions pertaining to the General Municipal Election to be held in the
<br />City of Colton on Tuesday, March 7, 1978, Resolution No. 3745, calling and giving notice of a General Municipal
<br />Election; Resolution No. 3746, requesting the County to render specified services for the Election; and Resolution
<br />No. 3747, adopting regulations -For candidates for elective office.
<br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to approve Resolution No. 3745, Resolution No. 3746,
<br />and Resolution No. 3747. Vote was unanimous.

<br />RESOLUTION NO. 3747 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA,
<br />ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE, PERTAIN-
<br />ING TO MATERIALS SUBMITTED TO THE ELECTORATE AND THE COSTS THEREOF.
<br />ORAL COMMUNICATIONS:
<br />Mayor Beltran and Council Members discussed various telephone calls they had received regarding support of the
<br />Colton High School Band to participate in the Rose Bowl Parade in Pasadena on New Year's Day.
<br />Councilman Rehrer stated he would be opposed to any financial support of this event, as it might set a precedent
<br />for other groups and organizations in the community.
<br />Electric Utility Rates
<br />Mrs. Marlene A. Wilson spoke to the Council Members with regard to a pending electric rate increase, stating that
<br />this information should be made available to the citizens of Colton so that everyone is aware of what is going on,
<br />and what they can do about it.
<br />Mayor Beltran advised if the City should consider an increase in the electrical rates, Staff would furnish additional
<br />reports on this matter to the City Council, and the people would be so advised.
<br />Mrs. Wilson then questioned reports on the possible sale of the City's Electric Utility System.
<br />Mayor Beltran stated this was one of the alternatives outlined in Staff's report to the City Council, however, the
<br />Council and Staff are continuing to study this matter and no decision has been made at this time.
<br />Mrs. Wilson stated the sale of the City's Electric Utility System is not a decision made by the City Council, this
<br />determination is made by the people, themselves, all of the eligible voters in the community, by holding a Special
<br />Election.
<br />Mayor Beltran stated he did not know about this, however, if and when the time comes, the matter will be handled
<br />accordingly.
<br />Budget
<br />Mrs. Frances Grice, Director of Operation Second Chance in San Bernardino, spoke to the City Council with regard to
<br />budget reports and City financial reports that she had been shown, relating to City spending and finances.
<br />Pollution
<br />Mr. Frank Smith spoke to the Cite Council with regard to the continued pollution problem created by the Hal Kelley
<br />Grain and Milling Company, stating the situation is still the same, nothing has been done or cleaned up, and he
<br />felt the City should take legal steps to get rid of this problem.
<br />Mrs. Bea Hernandez spoke to the City Council on recent articles appearing in the local newspapers regarding various
<br />trips that have been made by the City officials and Staff, stating the people of this community have a right to
<br />know what is going on and how their tax dollars are being spent.
