<br />Mr. Calabrese referred to a memorandum dated November 9, 1977, from the Director of Building and Safety John Twiss,
<br />regarding an application for a billboard sign from the Federal Sign Company of San Diego, to change two existing
<br />signs within the City limits.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, referring the application for billboard sign
<br />requested by the Federal Sign Company to the Planning Commission for review and recommendation. Unanimous vote.

<br />Mr. Calabrese stated in order to complete the previous action taken by the City Council, in approving and adopting
<br />Resolution of Intention No. 3740, to amend the Contract between the City of Colton and the California Public Em-
<br />ployees' Retirement System, it would now be in order to pass first reading of Ordinance No. 1523, authorizing the
<br />amendment.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, introducing Ordinance No. 1523, reading it as to
<br />number and title only, and waiving further reading. Vote was unanimous.

<br />Resolution No. 3748
<br />Mr. Calabrese advised that Staff requests Council's consideration and approval of Resolution No. 3748, amending the
<br />Table of Organization in the Police and Fire Departments for the 1977-78 fiscal year by deleting the Secretary I
<br />classification and adding the Secretary II classification in both departments.
<br />Mr. Calabrese stated there is no request for additional monies this fiscal year as savings are available in both
<br />the Fire and Police Department budgets to cover the additional cost.

<br />Classification Plan
<br />Mr. Calabrese requested approval to set the date of Tuesday, December 6, 1977, for public hearing to amend the
<br />City's Classification Plan, with regard to a change in the clerical position of Intermediate Typist Clerk in the
<br />Police Department.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, setting the date of Tuesday, December 6, 1977, for
<br />public hearing to amend the City's Classification Plan as outlined by Staff. Vote was unanimous.
<br />Neighborhood Preservation Program
<br />Mr. Calabrese read his memorandum dated November 9, 1977, regarding rehabilitation projects, recommending that two
<br />half -block areas in Census Tract 69, which consist of Parcel Numbers 11, 12, 13, 14, 15, and 16 on "K" Street, and
<br />Parcel Numbers 12, 13, and 14 on "M" Street, be designated as Special Phase I Project Areas, eligible for partici-
<br />pation in the Neighborhood Preservation Program.
<br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, approving Special Phase I Project Areas within
<br />Census Tract 69 for participation in the Neighborhood Preservation Program as outlined by Staff. Vote was unanimous.
<br />Traffic Signals
<br />Grant Application
<br />Mr. Calabrese reported from his memorandum regarding the Energy Research and Development Administration, which is
<br />required to initiate grant programs to encourage the development and demonstration of small-scale energy tech-
<br />nologies and, to this end, the ERDA has made available a total of $500,000 for this region.
<br />Mr. Calabrese continued the grant program is referred to as an "Appropriate Technology" program, and the type of
<br />projects available for funding are idea development, concept testing, and demonstration projects.
<br />Mr. Calabrese advised that Staff proposes an idea development grant, with the maximum amount available for these
<br />grants of $10,000, to develop the concept of the feasibility of solar powered traffic signals as an application
<br />from the City of Colton.
<br />Mr. Calabrese concluded Staff recommends that the City Council authorize the City Manager to file a grant applica-
<br />tion for Appropriate Energy Technology funds on behalf of the City of Colton, and to sign all necessary forms which
<br />may be associated with a grant award.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, approving and authorizing the City Manager to file
<br />a grant application in the amount of $10,000 for Appropriate Energy Technology funds with the Energy Research and
<br />Development Administration, as outlined by Staff. Unanimous vote.

<br />Utilities Commission
<br />City Attorney Edwards introduced Ordinance No. 1524 for first reading, stating that this ordinance repeals Ordi-
<br />nance No. 1506, creating a Utilities Commission, and contains the changes and revisions as recommended and approved
<br />at a previous Council meeting.
