Mr. Calabrese continued the premium is based on a percentage of gross employees salaries, and the additional amount
<br />is due to cost -of -living increases .that were granted subsequent to requesting bids for liability insurance, and
<br />HCDA and CETA salaries. Mr. Calabrese stated the City will recover related costs from HCDA and CETA Programs.
<br />Councilman Hayes asked approximately how much will the City recover from these programs.
<br />Mr. .Calabrese answered approximately eight percent.
<br />Councilman Rehrer questioned the late notification for this premium payment and asked where the City will obtain
<br />this money for the payment.
<br />Mr. Calabrese answered the payment will be made from the General Fund.
<br />Mr. William Holt, Director of Finance, stated he would like to clarify that approximately eight percent of the
<br />payroll is HCDA and by computing it against that total additional amount, approximately $3,000 of the $8,558.18
<br />will be paid by HCDA.
<br />Mr. Holt continued in response -to Councilman Rehrer's statement, on one hand this may seem like a case of negligence,
<br />however, on the other hand one of the principles of cash management is to pay into a fund as quickly as
<br />and a out as slowly as � q Y possible,
<br />pay y possible. Mr. Holt said it does not increase the City's cost at all to do this, and it
<br />gives the City an opportunity to earn money on that additional premium for a full year; the City is not charged any
<br />interest, yet the City can make interest on that money.
<br />Councilman Rehrer said that he pis in agreement with Mr. Holt's statement, however, he feels that the City should
<br />look ahead and not be caught short by future audits.
<br />Mr. Holt stated that one way the City could compensate for that would be to include an Estimated Audit Increase in
<br />next year's budget.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, authorizing payment in the amount of $8,558.18,
<br />additional premium payment for General Liability reinsurances for the 1976-77 fiscal year. Unanimous vote.

<br />Federal Funding
<br />Mr. Calabrese reported from a memorandum dated October 12, 1977, regarding a proposed resolution authorizing Staff
<br />to apply for Title V funding in the amount of $7,830, to purchase necessary equipment for the Lawrence A. Hutton
<br />Center and the Peter S. Luque Center.
<br />Mr. Calabrese advised there is a 25 percent non-federal matching requirement, which will amount to $2,610, and
<br />currently $43,000 has been budgeted for equipment, staffing and maintenance of the two centers.
<br />Mr. Calabrese also referred to a letter dated September 27, 1977, from the Steelworkers Old Timers Foundation,
<br />requesting the use of the centers for the operation of a nutrition program and indicating a contribution of $300 to
<br />be used for the purchase of equipment.
<br />Mr. Calabrese concluded that Staff recommends approval of the proposed Resolution, and authorization to inform the
<br />Steelworkers Old Timers Foundation of the availability of the two Centers for use as nutrition program sites.

<br />Staff to advise the Steelworkers Old Timers Foundation of the availability of the Lawrence A. Hutton Center and the

<br />SUBMISSION OF TITLE V GRANT APPLICATION.
<br />CDA Programs
<br />Neighborhood Preservation Program
<br />Community Development Coordinator Arturo de la Cerda advised that applications are being processed for housing
<br />rehabilitation grants and loans under the Neighborhood Preservation Program, and Staff recommends that the City
<br />Manager, or his designated representative, be authorized to administer the following:
<br />1. Negotiate minor repairs with the East Valley Jobs Coalition.
<br />2. Sign the Memorandum of Understanding with the San Bernardino County Community
<br />Services Department to provide insulation work.
<br />3. Request bids from licensed contractors on a revolving basis, award and execute
<br />repair contracts with the lowest responsible bidders.
<br />Mr. de la Cerda advised that the Community Citizens Advisory Commission has reviewed these items and recommend
<br />approval.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve recommendation of Community Development
<br />Coordinator as outlined with regard to the Neighborhood Preservation Program. Unanimous vote.
<br />Community Citizens Advisory Commission
<br />Mr. de la Cerda read his memorandum dated October 14, 1977, concerning Community Citizens Advisory Commission
<br />recommendations regarding a priority listing of proposed projects, the City's housing program to be administered by
<br />the City's Community Development Staff, a proposed center for the handicapped to be located at the Lawrence A.
<br />Hutton Community Center, and allocation of future CDA funds.
<br />Mayor Beltran stated that inasmuch as this report, and the items contained therein, was quite extensive, he would
<br />suggest this matter be continued to an Adjourned Meeting so that each item could be discussed more thoroughly.
<br />Staff concurred, however, requested approval this evening from the Council Members authorizing the Mayor to sign
<br />the Cooperative Agreement between the City of Colton and the County of San Bernardino, and also to sign a letter
<br />addressed to Robert 0. Townsend, Chairman of the Board of Supervisors, indicating those members of the CCAC who
<br />have served as official CPAC members.
<br />Council members agreed upon a date of Friday, October 21, 1977, at 5:00 p. m., to hold an Adjourned Regular Meeting.
