Projects <br />City Attorney Edwards read his memorandum dated September 15, 1977, recommending that the City Manager be author- <br />ized to issue progress payments, upon request, to the Contractor as work progresses during construction of the <br />proposed centers at Veterans and Municipal Parks, without further advance approval from the City Council. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, authorizing the City Manager to cause warrants to be <br />issued to the Contractor for progress payments, pursuant to the contract, without further advance approval from the <br />City Council, with regard to the construction in progress at Veterans Park and Municipal Park. RAMOS <br />City Clerk <br />City of Colton <br />Approved this 4th day of October, 1977. <br />************************ <br />COUNCIL MEETING <br />October 4, 1977 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the <br />Council Chambers of City Hall, Mayor Beltran presiding. <br />Mayor Beltran led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend Father Michael Keane of Immaculate Conception Church. <br />ROLL CALL: <br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager <br />Calabrese, City Attorney Edwards, and City Clerk Ramos. <br />CONSENT CALENDAR: <br />Minutes <br />September 20, 1977 <br />Warrants <br />103455 127815 130465 13283 through 13572 <br />12108 through 12250 <br />September 22, 1977 Inclusive <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve the Consent Calendar. Vote was unanimous. <br />Item No. 3, concerning a door-to-door campaign for the California Association for Mental Health, was removed from <br />the Consent Calendar and referred to Staff. <br />MAYOR' -r, RFPnRT� ANn PRnri AMATTnNq <br />Boards & Commissions <br />EXPO 81 <br />Mayor Beltran referred to correspondence relating to "EXPO 81" and Colton's participation in the Commissioners <br />Program, whereby the Mayor and each City Councilman, of all cities within the various counties of California, <br />appoint one commissioner to represent his/her constituency and/or office; thus, each City also has its own Board of <br />EXPO 81 Commissioners, whose chairmen automatically serve on the overall Supervisory Board. <br />Mayor Beltran advised that he has appointed Councilman Rehrer as his representative for EXPO 81, and requested <br />Council action with regard to establishing a Commission for Colton's participation in the Program. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to establish an EXPO 81 Commission for the City of <br />Colton. Unanimous vote. <br />Mayor Beltran recommended, as his appointment, Mr. Jack Russell to serve on the EXPO 81 Commission for the City of <br />Colton. Mayor Beltran also requested that the Council members consider appointments to the Commission. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, ratifying Mayor Beltran's appointment of Mr. Jack <br />Russell to the EXPO 81 Commission for the City of Colton, and approving that Councilman Rehrer act as the Mayor's <br />representative. Vote was unanimous. <br />Resolution No. 3736 <br />Mayor Beltran read in full Resolution No. 3736, honoring Congressman George E. Brown, Jr., in appreciation of <br />outstanding representation and dedicated service to his constituents. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve Resolution No. 3736.
