477 <br />Governmental Agencies <br />Social Security Administration <br />Mayor Beltran reported on a letter dated October 4, 1977, from Mayor W. R. "Bob" Holcomb, City of San Bernardino, <br />requesting that the City Council of the City of Colton join them in asking that the Social Security Administration <br />consider relocating their offices to a more centralized location, for the convenience of various senior citizen <br />groups. <br />Mayor Beltran introduced Resolution No. 3737 for Council's consideration and approval. <br />Councilman Rehrer felt that more time and study should be devoted to this matter before the City Council makes a <br />final decision. <br />Mrs. Bea Hernandez, Director of the Multi -Service Center in Colton, spoke in opposition to relocating the Social <br />Security main office, advising there are several local offices that serve the public and are conveniently located. <br />After discussion, on Council consensus, the matter of relocating the Social Security Administration main office <br />was referred to Staff for additional study, and report back to the Council at the next regular meeting. <br />c_r._A_r- <br />Resignation <br />Mayor Beltran read a letter dated September 27, 1977, from Martin Vega, advising of his resignation from the Commun- <br />ity Citizens Advisory Commission. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, accepting resignation of Martin Vega from the Community <br />Citizens Advisory Commission. Unanimous vote. <br />Councilman Rehrer recommended that a letter of thanks be forwarded to Mr. Vega for his service to the Commission <br />and the community. <br />PUBLIC HEARINGS: <br />PPrcnnnol <br />Mayor Beltran declared continuation of the Public Hearing from September 20, 1977. <br />Personnel Officer Calabrese submitted the Affidavit of Posting and reported that no protests or objections had been <br />received. <br />Mr. Calabrese stated that the proposed resolution for consideration this evening updates the Personnel System Rules <br />and Regulations, pertaining to Attendance and Leaves, in accordance with the recommendations of Staff and employee <br />associations during recent Meet and Confer sessions. <br />Mr. Calabrese concluded that Staff recommends approval of Resolution No. 3727. <br />Mayor Beltran asked if anyone desired to speak on this matter. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to terminate the Public Hearing. Vote was unanimous. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to approve Resolution No. 3727. Unanimous vote. <br />RESOLUTION NO. 3727 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, AMENDING <br />RESOLUTION NO. 2240, PERSONNEL SYSTEM RULES AND REGULATIONS FOR <br />THE CITY OF COLTON. <br />Personnel <br />Mayor Beltran declared continuation of the Public Hearing from September 20, 1977. <br />Personnel Officer Calabrese submitted the Affidavit of Posting and reported that no protests or objections had been <br />received. <br />Mr. Calabrese reported that a resolution has been prepared which would eliminate the provision for informal recogni- <br />tion within an appropriate unit, a specific request by the San Bernardino Public Employees Association during recent <br />Meet and Confer Sessions. <br />Mr. Calabrese stated that Staff recommends approval of Resolution No. 3728. <br />Mayor Beltran asked if anyone desired to speak on this matter. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to terminate the Public Hearing. Unanimous vote. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution No. 3728. Vote was unanimous. <br />RESOLUTION NO. 3728 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, AMENDING <br />RESOLUTION NO. 2996, THE EMPLOYER-EMPLOYEE RELATIONS RESOLUTION <br />FOR THE CITY OF COLTON. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Taxes <br />Planning Director Gonzales advised that the Planning Commission, at a study session held September 21, 1977, approved <br />a resolution and an ordinance establishing a construction tax to generate revenue for the capital improvement park <br />and recreation fund, in conformance with the Colton General Plan and Recreation Element. <br />Mr. Gonzales recommended that the resolution be held until second reading of the ordinance, due to changes in the <br />fees, and requested approval of first reading of Ordinance No. 1522. <br />Mr. Victor Roquet spoke in opposition to the proposed resolution and ordinance, stating he felt it was unfair to <br />impose such a tax on new construction, which could very easily discourage new building and development. <br />OCT <br />il 1977 <br />
