478 <br />Mr. Gonzales stated it is the new citizens that will be coming into Colton that will be buying into the park system <br />for the City. Mr. Gonzales continued the existing citizens have been paying taxes and have supported the present <br />parks that have been established here, however, the influx of new people moving into Colton will eventually create <br />a shortage in our park system. Mr. Gonzales concluded the City is merely saying that the new residents pay their <br />pro -rated share for the new parks that will have to be built. <br />After additional discussion, moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve first read- <br />ing to number and title only of Ordinance No. 1522, and waive further reading. Vote was unanimous. <br />ORDINANCE NO. 1522 - AN ORDINANCE OF THE CITY OF COLTON IMPOSING A CONSTRUCTION TAX <br />First Reading TO GENERATE REVENUE FOR THE CAPITAL IMPROVEMENT PARK & RECREATION <br />FUND IN CONFORMANCE WITH THE RECREATION ELEMENT OF THE COLTON <br />GENERAL PLAN. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Traffic/Regulations & Control <br />Community Services Director Earl Young reported from his memorandum dated September 30, 1977, recommending that a <br />stop sign be placed on Poole Road, approaching Barton Road, for orderly control of traffic now that the adjacent <br />subdivision is nearing completion. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to approve Resolution No. 3733. Unanimous vote. <br />RESOLUTION NO. <br />3733 - AMENDING RESOLUTION NO. 2119 PASSED AND ADOPTED BY THE CITY <br />COUNCIL OF THE CITY OF COLTON ON THE SIXTH DAY OF DECEMBER, <br />1960, TO INCLUDE ADDITIONAL THROUGH STREET AND STOP INTER- <br />SECTIONS. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Electric <br />Rules & Regulations <br />Electric Utility Director Harold Preece stated the proposed Electric service rules and regulations, for Council's <br />consideration and approval this evening, are a combined effort of the Finance Department, Electric Department and <br />its Metering Division, and are presented as part of the 1977-78 Budget. <br />Mr. Preece continued the present rules and regulations were adopted in July of 1972, and by today's standards are <br />outdated. Mr. Preece advised that Staff has studied other cities' utility service rules and has incorporated a <br />combination of the best rules into Colton's new service rules and regulations, which the Utility Commission approved <br />at the meeting held August 10, 1977. <br />Mr. Preece concluded that Staff recommends approval and adoption of the new Customer Service Policy and Resolution <br />No. 3734, as the City must have updated rules and regulations as guidelines in order to continue operating in an <br />orderly and fiscally responsible manner. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve Customer Service Policy and RESOLUTION <br />NO. 3734. Vote was unanimous. <br />Claims <br />City Manager Calabrese reported from his memorandum regarding consideration and approval of a resolution providing <br />a policy for defense of Claims for City officers and employees against possible legal proceedings which may be <br />brought about by claimants attempting to impose personal liability upon public officers and employees for acts or <br />omission to act with respect to their official duties. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve Resolution No. 3735. Vote was unanimous. <br />RESOLUTION NO. 3735 - A RESOLUTION OF THE CITY COUNCIO OF THE CITY OF COLTON PROVIDING <br />A POLICY FOR DEFENSE OF CLAIMS FOR CITY OFFICERS AND EMPLOYEES. <br />C.C.A.C. <br />Programs <br />Mayor Beltran referred to memoranda dated September 30, 1977, from the Community Development Coordinator, and <br />October 3, 1977, from the City Attorney, regarding the Neighborhood Preservation Program. <br />Councilman Hayes felt that the Council members should have more time to study this item. <br />After additional discussion, moved by Councilwoman Cisneros, seconded by Councilman Hayes, to refer to the Planning <br />Commission for study and recommendations the Neighborhood Preservation Program. Unanimous vote. <br />C.C.A.C. <br />Resignations <br />Mayor Beltran stated the matter of resignations from the Community Citizens Advisory Commission, and possible <br />appointments, will be discussed at the next regular Council Meeting. <br />EXECUTIVE SESSION: <br />The City Council adjourned to Executive Session at 8:15 p. m., to discuss Personnel Matters, and reconvened at 8:40 <br />p. m., all Members present. <br />Personnel <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, approving City Manager's recommendation and appointment <br />of Al Teague as Fire Chief.
