In" Wil <br />e3AI: <br />COUNCIL MEETING <br />September 20, 1977 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the <br />Council Chambers of City Hall, Mayor Beltran presiding. <br />Mayor Beltran led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend Father Peter Luque of San Salvador Church. <br />ROLL CALL: <br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager <br />Calabrese, City Attorney Edwards, and City Clerk Ramos. <br />CONSENT CALENDAR: <br />Minutes <br />September 6, 1977 <br />Warrants <br />125195 12763 through 13272 <br />11897 through 12107 <br />September 15, 1977 Inclusive <br />Notice of Completion <br />Three-D Service Company, demolition work at Municipal Park. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve the Consent Calendar. Vote was unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Governmental Agencies <br />SANBAG <br />Mayor Beltran referred to a letter dated August 31, 1977, from Wesley C. McDaniel, Executive Director of SANBAG, <br />requesting that the individual cities and county join SANBAG in adopting resolutions, one supporting the use of <br />surplus funds accumulated in the State Highway Fund account in accordance with the desires of local agencies and <br />the State Legislature, and the other opposing the rescission of the Foothill Freeway. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve RESOLUTION NO. 3725. Unanimous vote. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Resolution No. 3726. Vote was unanimous. <br />RESOLUTION NO. 3726 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON STRONGLY <br />URGING THE CALIFORNIA HIGHWAY COMMISSION TO RETAIN THE FULL <br />FOOTHILL FREEWAY. <br />City Clerk <br />Mayor Beltran read in full Resolution No. 3731 pertaining to a salary increase request for the City Clerk. <br />Mayor Beltran recommended approval of the requested increase and Resolution No. 3731. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Resolution No. 3731. Vote was unanimous. <br />RESOLUTION NO. 3731 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, AMENDING <br />RESOLUTION NO. 3723, ESTABLISHING A PAY AND CLASSIFICATION PLAN <br />FOR THE EMPLOYEES OF THE CITY OF COLTON, EFFECTIVE JULY 15 1977. <br />Community Development Act Projects <br />Mayor Beltran spoke to the City Council with regard to the proposed centers to be located at Veterans and Municipal <br />Parks, and consideration of naming the centers after Pete S. Luque, who served the City of Colton as a Councilman <br />for five years, and Lawrence A. Hutton, who served as Deputy City Attorney and City Attorney for approximately 30 <br />years. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to approve the naming of the proposed building at <br />Veterans Park as Pete S. Luque Multi -Service Center. Vote was unanimous. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve the naming of the proposed building at Munici- <br />pal Park as Lawrence A. Hutton Community Center. Unanimous vote. <br />Councilman Gonzales suggested that the City Council conduct appropriate ceremonies for the naming of the two facilities, <br />and invite the Community Citizens Advisory Commission. <br />Councilwoman Cisneros suggested that this be accomplished after constuction has been completed and at the dedication <br />of the buildings. <br />Mrs. Millie Herrera, Vice Chairman of the Community Citizens Advisory Commission, spoke from the audience with <br />regard to the dedication ceremonies. <br />PUBLIC HEARINGS: <br />Personnel <br />Attendance & Leaves <br />Mayor Beltran declared the Public Hearing open. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to continue the Public Hearing to Tuesday, October 4, <br />1977, at 7:30 p. m.
