<br />Mayor Beltran referred to a letter dated September 15, 1977, from Francis P. Sullivan, President of the Colton
<br />Police Officers Association, requesting the City Council's endorsement of Councilman James D. Hayes to the Police
<br />Officers Standards and Training Commission (POST).
<br />Officer Sullivan spoke to the Council, advising that he has communicated with the Police Officers Research Associa-
<br />tion of California (PORAL) and Mr. Evelle J. Younger, State Attorney General, requesting their endorsement of
<br />Councilman Hayes to this Commission.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, approving and authorizing City Council's endorsement
<br />of Councilman James D. Hayes to the.Police Officers Standards and Training Commission (POST). Vote was unanimous.

<br />Planning Director Benny Gonzales reported on a request from Foster & Kleiser Company to construct a free-standing
<br />off-site advertising sign, approximately 42 feet high, consisting of a single faced poster panel measuring 12 feet
<br />by 25 feet, to be located at 420 North La Cadena Drive.
<br />Mr. Gonzales advised that the Planning Commission reviewed this request at the meeting held September 13, 1977, and
<br />recommend that the City Council temporarily hold the application in abeyance and instruct the Planning Department
<br />Staff to prepare a draft Municipal Sign Ordinance for immediate review and consideration.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to hold in abeyance the application and request of Foster
<br />& Kleiser for an advertising sign, and instruct the Planning Department Staff to prepare a draft Municipal Sign
<br />Ordinance. Vote was unanimous.

<br />Parcel Map
<br />Planning Director Benny Gonzales presented, for Council's consideration, Parcel Map No. 3902, which is a part of
<br />the Cooley Drive extension, and requested Council accept the right-of-way for Cooley Drive and the storm drain
<br />easement, both offered for dedication.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, approving Parcel Map No. 3902, and accepting
<br />right-of-way for Cooley Drive and storm drain easement for dedication. Unanimous vote.

<br />Water Study
<br />Mr. Excell Hunter, Administrative Assistant for the Community Services Department, reported from a memorandum dated
<br />September 15, 1977, regarding a request of the San Bernardino Valley Municipal Water District to perform a study
<br />relative to supplemental water supply in Service Area No. 8, and financing for this study will be requested from
<br />the San Bernardino Valley Municipal Water District.
<br />Mr. Hunter stated that Staff has prepared a resolution which provides support by Colton for the subject study, for
<br />Council's consideration and approval.
<br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to approve Resolution No. 3729. Unanimous vote.

<br />City Manager Calabrese referred to his memorandum regarding authorization for the Mayor to sign an Actuarial Con-
<br />tract with the Public Employees Retirement System for provision of retirement benefits requested during the Meet
<br />and Confer sessions, to be effective January 1, 1978.
<br />Mr. Calabrese stated that funds are provided in the budget for these actuarials.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, approving and authorizing Mayor to sign Actuarial
<br />Contract between the City of Colton and the Public Employees' Retirement System. Vote was unanimous.

<br />Mr. Calabrese reported from a memorandum regarding consideration of Colton's participating in the Local Agency
<br />Investment Fund, whereby cities may place idle cash in the State investment account to be invested by the State for
<br />the City.
<br />Mr. Calabrese advised that participation in the fund requires adoption of a resolution authorizing investment of
<br />City of Colton monies in the Local Agency Investment Fund, and the City personnel authorized to order the deposit
<br />or withdrawal of monies in the Local Agency Investment Fund will be Margaret Berkebile, City Treasurer; William A.
<br />Holt, Director of Finance; and Ruby E. Andengaard, Assistant Director of Finance.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve Resolution No. 3730. Vote was unanimous.
