473 <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to approve Resolution No. 3722. Unanimous vote. <br />RESOLUTION NO. 3722 <br />Claims <br />- RESOLUTION AMENDING RESOLUTION NO. 2119 PASSED AND ADOPTED BY <br />-THE CITY COUNCIL OF THE CITY OF COLTON ON THE SIXTH DAY OF <br />DECEMBER, 1960, TO INCLUDE ADDITIONAL NO PARKING AREAS. <br />Mr. Calabrese stated that Staff would recommend denial of three Claims against the City of Colton, in accordance <br />with Administrative Policy No. V -B-1, and as recommended by the City's insurance administrator, R. L. Kautz. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to deny the following Claims against the City of <br />Colton, as recommended by the insurance administrator. Vote was unanimous. <br />Linda Martin, Thomas W. Martin, Jr., Brett A. Martin, Juan Martin and Martin Core and Drilling, Inc. versus the <br />City of Colton - #0015-76-0027. <br />Roy W. Pittam versus the City of Colton - #0015-77-0001. <br />Morgan G. Herrera versus the City of Colton - #0015-77-0002. <br />ParcnnnP1 <br />Mr. Calabrese advised that the Meet and Confer Sessions for 1977-78 have been concluded, with the City employees <br />being represented by the San Bernardino Public Employees Association and the Colton Police Officers Association. <br />Mr. Calabrese said that Staff would recommend that the Memoranda of Understanding from the Colton Chapter of the <br />San Bernardino Public Employees Association, the San Bernardino Public Employees Association representing members <br />of the Fire Unit, and the Colton Police Officers Association be received and filed, and that Resolution No. 3723, <br />with the provisions and attachments as listed, be approved and adopted. <br />Mr. Calabrese stated that he would like to commend both of the Meet and Confer teams for this year. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to receive and file the Memoranda of Understanding as <br />outlined, and approve Resolution No. 3723, with the provisions and attachments as listed. Motion carried, with <br />Councilman Rehrer voting NO. <br />RESOLUTION NO. <br />3723 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ESTAB- <br />LISHING A PAY AND CLASSIFICATION PLAN FOR THE EMPLOYEES OF THE <br />CITY OF COLTON EFFECTIVE JULY 1, 1977. <br />a. Administrative Policy on Acting Pay. <br />b. Administrative Policy on Overtime and Compensatory Time. <br />c. Administrative Policy on Shift Time Exchange for Fire Department Shift Employees. <br />d. Administrative Policy on Standby (On -Call). <br />e. Set date of Tuesday, September 20, 1977, for Public Hearing to consider amendments <br />to Personnel Resolution No. 2240. <br />f. Set date of Tuesday, September 20, 1977, for Public Hearing to amend Resolution <br />No. 2996. <br />Mr. Robert Daugherty, Employee Representative of the San Bernardino Public Employees Association, said he would <br />like to thank the City Council for the action taken this evening, and also commended the Meet and Confer teams. <br />Community Development Program <br />Community Development Coordinator Arturo de la Cerda reported from his memorandum dated September 6, 1977, regarding <br />review and adoption of the County's Citizen Participation Plan, which will replace the citizen participation plan <br />adopted by the City of Colton, and the requirement of a Citizen Participation Advisory Committee (CPAC) to meet HUD <br />guidelines and to represent the needs and interest of designated target areas in the City. <br />Mr. de la Cerda stated that the County has advised the City's existing Community Citizens Advisory Commission could <br />also be utilized to perform the functions of a Citizen Participation Advisory Committee, if the City so desires. <br />After discussion, on Council consensus, the Community Citizens Advisory Commission would be utilized as constituted <br />to act as a CPAC for the City of Colton. <br />Personnel <br />Planning <br />Mayor Beltran introduced the new Director of Planning and Special Services, Mr. Benny Gonzales. <br />Utilities Commission <br />Mayor Beltran advised that Mr. Jerry Magnant has resigned from the Utilities Commission, and as his appointment was <br />made on the recommendation of Councilman Gonzales, Mayor Beltran asked Councilman Gonzales to consider and make <br />another recommendation to fulfill the vacancy. <br />ADJOURNMENT: <br />Moved by Councilwoman Cisneros, seconded b Councilman Gonzales and unanimously passed, Mayor Beltran adjourned the <br />meeting at 8:35 p. m. <br />. +Ll,� <br />JANE M.
