<br />City Manager Calabrese reported on a Variance application requested by Ronald Neal to reduce the rear yard setback
<br />to 15 feet on property located at 1468 North 10th Street, north of La Cadena Drive and Laurel Street.
<br />Mr. Calabrese stated that Planning Commission Resolution No. 844 recommends approval of the Variance application,
<br />subject to one condition, as outlined in the Resolution.
<br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to approve Planning Commission Resolution No. 844.
<br />Vote was unanimous.
<br />Tentative Tracts
<br />P. C. Res. No. 845
<br />Mr. Calabrese referred to a memorandum dated September 1, 1977, from the Planning Department, regarding consideration
<br />of Tentative Tract Nos. 10025 and 10026, which are both adjacent to the City and requesting services from Colton.
<br />Mr. Calabrese advised that both Colton's General Plan and the County adopted Grand Terrace Community General Plan
<br />call for low density residential development in this area, with Colton recently approving tracts having a lower
<br />density than the two proposed.
<br />Mr. Calabrese concluded.that Planning Commission Resolution No. 845 requests the City Council to oppose the proposed
<br />development on the grounds they would be detrimental to the City's planning program and municipal utility systems.
<br />Mr. Phil Brown, of Maxwell, Brown & Mullins, Civil Engineers, stated he was speaking on behalf of the developer of
<br />these two tracts, advising that the proposed development is consistent with the General Plan for low density hous-
<br />ing, and will be an asset to the community.
<br />Mayor Beltran referred to a report from the Planning Department, dated August 23, 1977, specifically Item No. 3,
<br />which he read as follows:
<br />"Since the tracts both identify the City of Colton as a provider of municipal services,
<br />it would be preferable to request the County to require annexation to the City so that
<br />these services may be more readily provided."
<br />Mayor Beltran stated his concern is with the citizens of Colton and meeting their needs for services.
<br />Speaking on behalf of the development, and residents of that area, were Mr. Bill Carrick and Mr. John Russell.
<br />Mr. Jim Andragan was concerned about the sewer system and its capacity.
<br />Mayor Beltran stated the sewer system is not the item under consideration this evening, there will be no change in
<br />sewer service; however, the City Council is addressing itself to the tracts in question, Nos. 10025 and 10026, as
<br />presented by Staff, and is the only action that will be taken this evening.
<br />Mr. Stan Proud stated he is the developer for these tracts, he has already invested quite a bit of money, and is
<br />hopefull that the City Council will give this matter every consideration for approval.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Planning Commission Resolution No. 845, and
<br />authorizing the Mayor to notify the County Board of Supervisors of the City of Colton's opposition to these tracts
<br />and the proposed development.
<br />Annexations
<br />North 12
<br />Mr. Calabrese advised that on July 13, 1977, the L.A.F.C. approved the resolution of application for annexation of
<br />North 12 as submitted, and it would now be in order for the City Council to consider Resolution No. 3721, approving
<br />the annexation of the approximate 40 acres of undeveloped property west of Grand, between Citrus and Mill Streets.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Resolution No. 3721. Vote was unanimous.

<br />Assessment District No. 1977-1 (Cooley Drive, Phase II)
<br />Community Services Director Earl Young read his memorandum dated September 2, 1977, requesting consideration and
<br />approval from the City Council of a petition from more than 60% of the property owners to initiate proceedings
<br />under the "Improvement Act of 1911" for the construction of the extension of Cooley Drive, and approval of Resolu-
<br />tion No. 3724.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, to approve Resolution No. 3724. Vote was unani-
<br />mous.

<br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS:
<br />Street Sweeping
<br />City Manager Calabrese referred to a Street Sweeping Proposal, as submitted by R. F. Dickson Company, Inc., and
<br />recommended that no action be taken on this item, as the proposal is somewhat higher than what had been discussed
<br />during Budget Sessions.
<br />Council Members were in concurrence with Staff's recommendation.
<br />Parking Regulations
<br />Mr. Calabrese reported from his memorandum, and a memorandum from the Police Department dated August 22, 1977,
<br />regarding a request from Mr. Dell Miller of 1434 Bothwell Street, for a "No Parking" sign to be posted on the north
<br />side of Monterey Street, to alleviate a parking problem.
<br />Mr. Calabrese stated that if Council Members agree, it would be in order to adopt Resolution No. 3722.
