<br />Mr. Edwards then advised the Council Members they can approve the Minutes and the motion as originally made from
<br />the meeting held April 5, 1977, or the City Council can make a motion to reconsider this matter, whichever they so
<br />desire.
<br />Councilman Hayes stated he felt the majority of citizens in the community are opposed to low income housing in
<br />Colton, however, he also feels there is a need for rehabilitation of existing, older homes in the community.
<br />Mr. Edwards stated he would suggest, first of all, the City Council make a motion of reconsideration, because until
<br />this is done, the former motion is still in effect and stands as made and voted upon. Mr. Edwards continued that
<br />if a motion of reconsideration passes, and if no further action is taken at this time, the City Council will have
<br />nullified or cancelled any previous action taken.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, declaring a Motion for Reconsideration with regard to
<br />the Section 8 Funding Program. Motion carried, with Councilman Rehrer voting NO.
<br />Acting City Manager Johnsen asked if, with the present status, there is then no direction to Staff in this area?
<br />Mr. Edwards replied that the City Council has not spoken on that subject at this time.

<br />The City Council adjourned to Executive Session at 8:41 p. m., on the request of City Attorney Edwards, and reconvened
<br />at 9:08 p. m., all Members present.
<br />Acting City Manager Johnsen stated that with regard to the public hearing held this evening on a zone change request,
<br />Item No. 9, the City Council unanimously agrees and approves the zone change to R -1-X, with a maximum density not
<br />to exceed 10 dwelling units.
<br />Mr. James Ritz, 655 North 4th Street, Colton, stated that he and other residents present this evening understand
<br />the action taken by the City Council with regard to the zone change, however, they are concerned and confused as to
<br />exactly what action has been taken by the City Council with regard to the Section 8 Funding Program and low income
<br />housing in the City.
<br />Mr. Johnsen explained that in that particular matter, the City Council has passed a motion of reconsideration,
<br />which nullifies any previous ac tion taken by the City Council, therefore, that item is still under consideration
<br />for future direction by the City Council.
<br />ORAL COMMUNTCATTnNS-
<br />Mr. Frank Rebollo, Manager of the Chamber of Commerce, made a presentation to the Council Members regarding Assembly
<br />Bill 450, which concerns preventing the continued escalation of rental fees charged at mobile home parks to the
<br />occupants of mobile homes for rental spaces.
<br />After additional discussion, Council Members directed Staff to look into this matter and make a report on AB 450.

<br />A Special Meeting of the City Council of the City of Colton was held on the above given date in the Conference Room
<br />in the Civic Center, located at 650 North La Cadena Drive, Colton, California, at 7:30 p. m., Mayor Beltran presiding.
<br />Notice of Special Meeting was given on May 9, 1977, in compliance with Government Code Section 54956.

<br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were Acting City
<br />Manager Johnsen, City Attorney Edwards, and City Clerk Ramos.
<br />Community Development Projects
<br />Community Development Coordinator Arturo de la Cerda made a presentation to the Council Members on the Community
<br />Development Projects for Veterans and Municipal Parks, tracing the events that have taken place since November 17,
<br />1976, with the hiring of Perez and Hurtado, Architects, for professional services in the design of the proposed
<br />projects, through meetings with the Community Citizens Advisory Commission, the City Council, and Staff, up to May
<br />5, 1977, and a meeting with the Community Citizens Advisory Commission at which the Commission recommended to the
<br />City Council approval of the revised plans for the proposed projects.
<br />Mr. de la Cerda referred to various floor plans and exterior elevations for the proposed projects, and reviewed the
<br />revised costs for construction and completion.
<br />Mr. de la Cerda stated the costs have risen substantially from the initial figure, due to delays, increased construction
<br />costs and materials, etc., to an adjusted base cost of $720,322, which includes a Multi -Service Center building in
<br />Veterans Park and a Community Center building in Municipal Park, with an additional amount of $180,000 for a new
<br />swimming pool, making a total of funds needed for construction of $900,322.
