432 <br />Mr. de la Cerda also reviewed costs for the third year.program, which will include the Rehabilitation Loan Program <br />and administrative costs, the 1977-78 Budget, and presented various alternatives for construction of the proposed <br />projects. <br />Mr. de la Cerda advised that the Community Citizens Advisory Commission has approved and recommend to the City <br />Council "Alternative A which he outlined as follows: <br />Revised Municipal -Park Center $3939846. <br />Revised Veterans Park Center 241,296. <br />Total Revised Cost Estimate $6359142. <br />Less 1.5% for Combined Bidding 95527. <br />Adjusted Total Cost $625,615. <br />Discussion then followed among Council Members and Staff with regard to the proposed projects as outlined, the <br />costs involved, suggested bidding procedures, and possible fourth year funding allocations. <br />Moved by Councilman Gonzales, seconded by Mayor Beltran, to approve recommendations of the Community Citizens <br />Advisory Commission and Alternate A for the proposed projects, as outlined by Staff. Vote was unanimous. <br />Bidding procedures were then discussed, and Mr. de la Cerda suggested that the City require a 90 -day period, rather <br />than the customary 60 -day period. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, authorizing Staff to proceed with advertisement for bids <br />on the proposed project plans, stipulating the requirement of a 90 -day period, as outlined by Staff. Vote was <br />unanimous. - <br />Acting City Manager Johnsen stated that the plans on the proposed projects are in the process of going through <br />Staff, however, at this point, they have not been approved or completed. <br />Both Councilmen Rehrer and Hayes stated they would like to withdraw the motion and the second. Mayor Beltran <br />stated he would like to withdraw his second to the motion as made by Councilman Gonzales. <br />Councilman Gonzales stated; that before he withdraws his motion, he would like to point out to the Council Members <br />and those present that the City simply cannot afford any more delays, as this has already cost the City too much <br />money. Mr. Gonzales said the summer season is ready to begin, and still the City has nothing constructed or even <br />started. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, approving Alternate A as outlined by Staff for the <br />proposed projects, and authorizing Staff to advertise for bids on the projects, with dates of publication May 19, <br />1977 and June 2, 1977, bids to be received on June 16, 1977, and bid to be awarded on June 21, 1977, subject to the <br />condition that the revised plans and specifications be reveiwed and approved by the Acting City Manager, Community <br />Development Coordinator, and Department Heads. Vote was unanimous. <br />Discussion was then held on the modifications to the third year application. <br />Moved by Councilman Gonzales, seconded by Councilman Rehrer and unanimously passed, Mayor Beltran adjourned the <br />meeting at 8:45 p. m. <br />HELEN A.
