<br />Dial -A -Ride
<br />Planning Director Gonzales advised that the existing Agreement with Yellow Checker Leasing, Inc., for Dial -A -Ride
<br />service in the City of Colton expires November, 1977, and in order for the SB 325 funds be processed by SCAG, a new
<br />agreement for the next year needs to be executed.
<br />Mr. Gonzales stated the only modification being made is the provision for an early termination in order for OMNITRANS
<br />to jointly assume the administration of the program with the City, which is being done to take advantage of federal
<br />funds for the operation and maintenance of the Dial -A -Ride program.
<br />Mr. Gonzales concluded the agreement has been revised and approved by our City Attorney.
<br />After Council discussion, moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve and authorize
<br />Mayor to sign Agreement with Yellow Checker Leasing, Inc., for Dial -A -Ride service in the City of Colton. Unani-
<br />mous vote.
<br />EXECUTIVE SESSION:
<br />The City Council adjourned to Executive Session at 8:23 p. m., on the request of Councilwoman Cisneros, to discuss
<br />Personnel Matters, and reconvened at 8:35 p. m., all Members present.
<br />Mayor Beltran stated there are two items, Resolution No. 3742, and a memorandum from Councilman Gonzales dated
<br />October 285 1977, that will be discussed at the next regular Council Meeting.

<br />Moved by Councilman Gonzales, seconded by Councilman Rehrer and unanimously passed, Mayor Beltran adjourned the
<br />meeting at 8:36 p. m.

<br />SPECIAL COUNCIL MEETING
<br />November 9, 1977
<br />A Special Meeting of the City Council of the City of Colton was held on the above given date in the Council Chambers
<br />of City Hall, located at 650 North La Cadena Drive, Colton, California, at 7:30 p. m., Mayor Beltran presiding.
<br />Notice of Special Meeting was given on November 7, 1977, in compliance with Government Code Section 54956.
<br />ROLL CALL:
<br />Council Members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager
<br />Calabrese, City Attorney Edwards, and City Clerk Ramos.
<br />Grand Terrace Study Report
<br />City Manager Calabrese stated Council Members have received copies of the Grand Terrace Study Report, which was
<br />requested by the Public Administration Services for input from the City of Colton, and contains a summary of the
<br />City's Departmental reports concerning proposed annexation to the City of Colton.
<br />Mr. Calabrese commended Staff for their efforts in compiling the information and data for the report.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve and adopt the Grand Terrace Study Report
<br />as presented by Staff. Vote was unanimous.
<br />Utility Commission
<br />Ordinance No. 1506
<br />Mayor Beltran stated that due to many questions and possible misunderstandings, Ordinance No. 1506, creating a
<br />Utilities Commission, will be reviewed this evening for possible changes and/or additions.
<br />Mrs. Marlene Wilson, Chairperson of the Utilities Commission, spoke to the City Council with regard to the duties
<br />of the Utilities Commission, referring specifically to Section 6, Items a, b, c and d of Ordinance No. 1506.
<br />Discussion followed among Council Members, Staff and Utility Commission Members, resulting in changes to Section 3,
<br />by adding a line to that Section; changes in Section 6, Items a, b, c and d; and deletion of Section 7 in its
<br />entirity.
<br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, instructing Staff to prepare a new Ordinance, repeal-
<br />ing Ordinance No. 1506 and incorporating the changes as recommended, for first reading at the next regular Council
<br />Meeting, November 15, 1977. Vote was unanimous.
<br />Electric Utility System
<br />City Manager Calabrese read his memorandum and referred to Staff's report on the City's Electric Utility System,
<br />outlining various alternatives for Council's consideration relating to the continued operation and maintenance of
<br />our Electric Utility System, or its possible sale.
<br />Councilwoman Cisneros suggested the Council follow the recommendation as outlined under 2-b of the report, of
<br />hiring a consulting firm to perform a complete study of our Electrical Utility System.
<br />Councilman Rehrer felt the City should follow the previously adopted report as performed by R. W. Beck & Associ-
<br />ates, and request the services of Mr. Edward Cecil, Engineer with R. W. Beck & Associates, for a complete study of
<br />the City's rate structure.
