487 <br />Councilman Gonzales felt the City should wait until there is word from our legal counsel in Washington with regard <br />to the pending rate cases. Mr. Gonzales suggested that a Study Session be set up with our legal counsel from <br />Washington for a complete report on these rate cases before the Council takes any action on our Electrical Utility <br />y <br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, requesting Staff to set up a Study Session between the <br />City Council and our legal counsel from Washington for a full report. Unanimous vote. <br />MAYOR'S REPORTS AND PROciAMATTnN'; <br />Proclamation <br />American Field Service Student <br />Mayor Beltran read in full a Proclamation honoring American Field Service Student Day, November 15, 1977, which was <br />presented to Miss Anita Marquardt, student from West Berlin, Germany. Mayor Beltran also presented Miss Marquardt <br />with a "Key to the City", and a package from local merchants. <br />Proclamation <br />Family Day - Family Week <br />Mayor Beltran read in full a Proclamation honoring Family Day, November 19, 1977, and Family Week, November 20 <br />through 26, 1977, which was accepted by Shirley Johnson. <br />Board-, and Cnmmigcinnc <br />Recreation and Parks Commission <br />Mayor Beltran referred to memorandums from Councilman Gonzales and Councilwoman Cisneros regarding appointments of <br />Randy Anstine and Sheila Rios, respectively, to the Recreation and Parks Commission. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, ratifying appointment of Mrs. Sheila Rios to the <br />Recreation and Parks Commission. Vote was unanimous. <br />Colton EXPO 81 Commission <br />Mayor Beltran reported from a memorandum dated November 7, 1977, from Councilwoman Cisneros, recommending Mrs. <br />Pauline Mosher for appointment to the Colton EXPO 81 Commission. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, ratifying appointment of Mrs. Pauline Mosher to the <br />Colton EXPO 81 Commission.
