ADJOURNED COUNCIL MEETING <br />July 31, 1978 <br />In accordance with notice duly and legally given, an Adjourned Regular <br />Meeting of the City Council of -the City of Colton was held on the <br />above given date at 6:00 p.m., in -the Council Chambers of City Hall, <br />Mayor Gonzales presiding. <br />ROLL CALL <br />Councilmembers present were Hayes, Cisneros, Rehrer, and Mayor Gonzales. <br />Also present were City Manager Calabrese, City Attorney Edwards and <br />City Clerk Ramos. <br />Personnel <br />City Manager Calabrese stated he would like to know why he is being <br />investigated by the City Attorney and what are the charges. Mr. <br />Calabrese related a confrontation with the City Attorney which took <br />place on July 27, 1978, at which time the City Attorney entered the <br />(� City Manager's Office and said "I have some bad news for you, you're <br />Co being investigated," Mr. Edwards then proceeded to ask for the lease <br />agreement on Mr. Calabrese's vehicle. <br />City Manager Calabrese reported the lease was entered into after <br />< authorization was granted during the 1977-78 fiscal budget sessions. <br />Mr. Calabrese quoted from a verbatim excerpt of the July 18, 1977 <br />Council Minutes, which substantiated the authority for leasing. <br />Mr. Calabrese stated he was upset because the City Attorney has become <br />involved in administrative matters and he, Mr. Calabrese, is the <br />administrative head of this city and as such, would like to have <br />direction d i r e -c -•t from the City Council as established by the City <br />Manager's Ordinance adopted and passed by the vote of the people. <br />Discussion followed. <br />Council members took exception to the questions raised by the City <br />Manager and stated in their opinion the City Manager should not have <br />denied the City rAttorney access to the lease agreement. <br />City Manager Calabrese responded that due to the fact that the City <br />Attorney informed him that he was being investigated, in his self- <br />defense he felt it best to find out the charges and seek the advice <br />of his own legal counsel. <br />Mayor Gonzales felt that Council should stick to past policy of <br />making and/or directing City Council requests directly to the City <br />Manager in a public fashion. <br />Councilman Rehrer made the statement that if the ordinance needs to <br />be changed, then the Council should take care of it. <br />City Manager Calabrese cautioned that the City Manager's Ordinance is <br />one passed and adopted by the vote of the people and as such, any <br />change would have to be through the people's vote on a ballot. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, that <br />every staff member is directed to give to any Council Member any <br />public documentation requested by them. Motion carried. Mayor <br />Gonzales voting NO. <br />Council consensus was that there were no direct charges or investiga- <br />tion being undertaken by the City Council of the City Manager. <br />City Treasurer <br />City Manager Calabrese read a memorandum from City Treasurer Berkebile <br />requesting that her vehicle allowance of $25.00 monthly be raised to <br />$50.00 monthly and that this money be secured by transferring the <br />amount authorized for Travel & Meetings to the Vehicle Allowance. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to <br />approve the request of the City Treasurer.
