120 <br />Police <br />City Manager Calabrese reported that he is in receipt of a memorandum <br />from Chief of Police Elliott advising that four police units are <br />ready for surplus and recommending the vehicles be sold "as is" to <br />California Electronic Police Equipment Company for the sum of $1,200 <br />each. <br />Discussion followed. <br />Moved by Councilman Hayes to accept the recommendation of the Chief <br />of Police. Motion died for lack of a second. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to <br />declare the four police units as surplus and to advertise them for <br />bid with a minimum of $1,200.00 each. Unanimous vote. <br />City Manager Calabrese reported the City Council had requested a <br />copy of Chief of Police' memorandum regarding the leasing of two <br />police vehicles. <br />The Chief's memorandum pointed out that $12,000 has been authorized <br />for replacement of two cars; $2,300 from Capital Outlay and $9,700 <br />from the Depreciation Account, the lease proposal calls for a total <br />cost of $3,510 for the first year, this would save approximately <br />$8,490 this year and free approximately $1,000 in depreciation costs. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to authorize <br />the leasing of two detective vehicles as presented. Unanimous vote. <br />Chief of Police Elliott reported that in reviewing his budget he <br />has discovered that in the Maintenance of Radio Equipment Account <br />there is a need for $4,500.50 additional -to the $400.00 budgeted. <br />Chief Elliott said this was needed to continue the contract with <br />Motorola who maintains their radio systems. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to appro- <br />priate the $4,900.50 requested. Unanimous vote. <br />Recap <br />City Manager Calabrese recapitulated the Estimated Available Fund <br />Balances for 1978-79, covering General Operating Funds, Enterprise <br />Funds, here giving Proposed Deficit Reduction and Depreciation <br />Reserve where applicable, Restricted Funds and Total City Funds. <br />Mayor Gonzales inquired if the Cemetery was included in the budget <br />amounts just given. Staff responded yes. <br />Chamber of Commerce <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to appro- <br />priate $10,000 -to the Chamber of Commerce. Unanimous vote. <br />Labor Relations <br />Mr. Ken Knutson, President of Colton Chapter Employees Association, <br />SBPEA, stated he would like the Council to consider a cost of living <br />salary adjustment for the employees. <br />Discussion followed on the effect of SB154 as it pertains to employees' <br />salary increases and whether or not increases could be granted by <br />the Council. <br />Mr. John Lightburn, Representative of SBPEA, stated he did not expect <br />the Council to delegate or set aside a specific amount to be used <br />for salary increases tonight, but that he would like a commitment that <br />the employees will be considered and not left out entirely. <br />Mayor Gonzales and Councilman Hayes both indicated that they would <br />be for seeing if some sort of employee enrichment could be accomplished. <br />City Manager Calabrese stated he felt this was a Meet and Confer item <br />and that he felt there were funds that could be used for employees. <br />JUL Toj 11978 <br />
