121 <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to <br />negotiate and continue the Meet and Confer process working towards <br />some sort of employee enrichment. Motion carried. Councilman Rehrer <br />voting NO. <br />Planning <br />Planning Director Gonzales addressed the City Council and requested <br />reconsideration for reinstatement of the one Planning Assistant <br />position that was deleted from his budget. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to_ <br />reinstate the Planning Assistant. Motion failed. Mayor Gonzales <br />and Councilman Rehrer voting NO. <br />Water Quality Control Plant <br />City Manager Calabrese reported the City Council had instructed the <br />City Attorney to review the leasing contract for the Water Quality <br />Control Plant and a decision should be made in this regard prior to <br />final adoption of the budget. <br />0) <br />Co City Attorney Edwards reported he had reviewed the contract and <br />has spoken with Mr. Lloyd D. Hedenland in regards to inserting into <br />the contract the assurance that the present city employees at the <br />water quality control plant will be absorbed. Mr. Edwards stated <br />this had been worked out along with the assurance that the employees' <br />Q sick leave currently on the books will be retained by the firm. <br />Councilwoman Cisneros asked what guarantee, if any, do the employees <br />have that a week after the lease goes into effect they will not be <br />let go? <br />City Attorney Edwards stated he had discussed that point with Mr. <br />Hedenland, however, Mr. Hedenland did not feel it would be in his <br />best interest to include a term of employment in the lease contract. <br />Mr. Lloyd Hedenland addressed the Council saying he could not give <br />such a guarantee to anyone, nor does the City of Colton give such <br />a term of employment guarantee to its employees. Mr. Hedenland stated <br />the firm has been in contract with the City of Rialto and only one <br />employee has left and that was through mutual agreement. <br />Councilman Rehrer questioned the four-hour response time and asked if <br />it could be reduced to a two-hour response time. <br />Mr. Hedenland stated that would not be a problem as they have always <br />responded to emergencies well before the four-hour period and if it <br />was Council's desire -to set the response time at two hours he would <br />consent to that. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to authorize <br />execution of the Lease Agreement for the Water Quality Control Plant <br />with the response time revision. Unanimous vote. <br />Resolution No. 3841 <br />City Manager Calabrese presented Resolution No. 3841 stating it provided <br />for adoption of the budget for fiscal year 19781--79 and that staff would <br />update the resolution to cover the additional appropriations made <br />tonight. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve <br />Resolution No. 3841. Unanimous vote. <br />RESOLUTION NO. 3841 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON ADOPTING A BUDGET FOR THE FISCAL YEAR <br />1978-79. <br />City Manager Calabrese thanked the department heads, Mr. Jerry Young, <br />and the City Council for their time, cooperation, and consideration <br />during a very trying and difficult decision making process. Mr. <br />Calabrese stated the process was definitely not easy, however, some <br />very good and positive steps have been taken which will benefit the <br />City of Colton and its citizens. <br />JUL U 11 1978 <br />
