ADJOURNED COUNCIL MEETING <br />June 13, 1978 <br />In accordance with notice duly and legally given, an Adjourned Regu- <br />lar Meeting of the City Council of -the City of Colton was held on <br />the above given date at 5:00 p.m., in -the Council Chambers of City. <br />Hall, Mayor Gonzales presiding. <br />ROLL CALL: <br />Council members present were Hayes, Cisneros, Rehrer, and Mayor <br />Gonzales. Also present were City Manager Calabrese, City Attorney <br />Edwards, and City Clerk Ramos. <br />Labor Relations <br />Memorandums of Understanding <br />City Manager Calabrese recommended -to -the City Council that they <br />approve extending the current Memorandums of Understanding for <br />employee salaries and fringe benefits past the June 30th deadline, <br />with the exceptions of Acting Pay and Standby Time. Mr. Calabrese <br />said he is continuing -to Meet and Confer with the Associations on <br />these two items. <br />Mr. Calabrese reported that -the Associations would like -to be con- <br />sidered <br />on- <br />sidered for Meeting and Conferring on -the -total Memorandums of <br />Understanding when some of -the unknowns of Proposition 13 are re- <br />solved. <br />Mr. John Lightburn of -the San Bernardino Public Employee Association, <br />addressed the Council to state that the two units they represent, <br />Fire and Miscellaneous Employees concur with -the City Manager's <br />recommendation, however, they would like an opportunity at a later <br />date -to further discuss -the Memorandums of Understanding. <br />Council discussion followed. City Manager Calabrese informed the <br />Council that the budget before them includes the Memorandums of <br />Understanding as they exist, there were no assumptions made for <br />increases in salaries or fringe benefits. <br />Moved by Councilman Hayes, seconded by Mayor Gonzales, to approve <br />extending the current Memorandums of Understanding for employee <br />salaries and fringe benefits past the June 30th deadline, with the <br />exceptions of Acting Pay and Standby Time. Motion carried. Council- <br />man Rehrer voting NO. <br />Federally Funded Project Files <br />Revenue Sharing <br />City Manager Calabrese recommended setting a public hearing on <br />June 26, for -the Use of Revenue Sharing Funds in compliance with <br />federal regulations. Mr. Calabrese reported that an administrative <br />hearing was held prior to -the submittal of the preliminary budget. <br />On Council consensus, a public hearing was scheduled for June 26, <br />1978, at 7:00 p.m. on the Use of Revenue Sharing Funds. <br />Ordinance No. 1542 <br />Non -property taxes, fees & charges <br />City Manager Calabrese reported that Ordinance No. 1542 relates to <br />an annual adjustment of non -property taxes, fees, and charges based <br />upon any change in the Consumer Price Index and that these revenues <br />are used for -the usual and current expenses of -the City. Mr. <br />Calabrese stated -the ordinance is an urgency measure pending final <br />definitions of Section 4 of Proposition 13 and can be repealed upon <br />determination of Section 4. <br />Mr. Calabrese stated if Council desires to adopt -the ordinance, it <br />should do so prior to July 1, the effective date of Proposition 13. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to table <br />Ordinance No. 1542 to the regular council meeting of June 20, 1978. <br />Unanimous vote. <br />JUNE 1978 <br />
