ADJOURNED COUNCIL MEETING June 13, 1978 In accordance with notice duly and legally given, an Adjourned Regu- lar Meeting of the City Council of -the City of Colton was held on the above given date at 5:00 p.m., in -the Council Chambers of City. Hall, Mayor Gonzales presiding. ROLL CALL: Council members present were Hayes, Cisneros, Rehrer, and Mayor Gonzales. Also present were City Manager Calabrese, City Attorney Edwards, and City Clerk Ramos. Labor Relations Memorandums of Understanding City Manager Calabrese recommended -to -the City Council that they approve extending the current Memorandums of Understanding for employee salaries and fringe benefits past the June 30th deadline, with the exceptions of Acting Pay and Standby Time. Mr. Calabrese said he is continuing -to Meet and Confer with the Associations on these two items. Mr. Calabrese reported that -the Associations would like -to be con- sidered on- sidered for Meeting and Conferring on -the -total Memorandums of Understanding when some of -the unknowns of Proposition 13 are re- solved. Mr. John Lightburn of -the San Bernardino Public Employee Association, addressed the Council to state that the two units they represent, Fire and Miscellaneous Employees concur with -the City Manager's recommendation, however, they would like an opportunity at a later date -to further discuss -the Memorandums of Understanding. Council discussion followed. City Manager Calabrese informed the Council that the budget before them includes the Memorandums of Understanding as they exist, there were no assumptions made for increases in salaries or fringe benefits. Moved by Councilman Hayes, seconded by Mayor Gonzales, to approve extending the current Memorandums of Understanding for employee salaries and fringe benefits past the June 30th deadline, with the exceptions of Acting Pay and Standby Time. Motion carried. Council- man Rehrer voting NO. Federally Funded Project Files Revenue Sharing City Manager Calabrese recommended setting a public hearing on June 26, for -the Use of Revenue Sharing Funds in compliance with federal regulations. Mr. Calabrese reported that an administrative hearing was held prior to -the submittal of the preliminary budget. On Council consensus, a public hearing was scheduled for June 26, 1978, at 7:00 p.m. on the Use of Revenue Sharing Funds. Ordinance No. 1542 Non -property taxes, fees & charges City Manager Calabrese reported that Ordinance No. 1542 relates to an annual adjustment of non -property taxes, fees, and charges based upon any change in the Consumer Price Index and that these revenues are used for -the usual and current expenses of -the City. Mr. Calabrese stated -the ordinance is an urgency measure pending final definitions of Section 4 of Proposition 13 and can be repealed upon determination of Section 4. Mr. Calabrese stated if Council desires to adopt -the ordinance, it should do so prior to July 1, the effective date of Proposition 13. Moved by Councilman Rehrer, seconded by Councilman Hayes, to table Ordinance No. 1542 to the regular council meeting of June 20, 1978. Unanimous vote. JUNE 1978
