m <br />Budget Planning <br />Preliminary Budget <br />City Manager Calabrese read his memorandum to the City Council, dated <br />June 13, 1978. <br />The memorandum read including Alternates A and B is hereby attached <br />and made a part of these minutes. <br />City Manager Calabrese informed the Council that the preliminary <br />budget before -them shows -the effect of Proposition 13 with cuts shown <br />in red. <br />Councilman Rehrer stated he would like a study session.held to go <br />over -the budget in full, department by department. <br />Mayor Gonzales asked about proposals for leasing the cemetery and <br />contracting out -the street sweeping program and the water quality <br />control plant. <br />City Manager Calabrese reported that the City has received -two <br />informal, proposals on -the leasing of the cemetery, one verbal in - <br />Co formal proposal on -the Water Quality Control Plant and one firm pro - <br />M posal on the street sweeping program that is good until July 1, 1978. <br />Q Mrs. Darlene Trimble, Cemetery Commission Member, addressed the Council <br />stating that she was upset because proposals recommended by the Cemetery <br />< Commission over a two year period that would have aided the Cemetery <br />deficit had been rejected by -the Council. Mrs. Trimble said that a <br />serious communication problem exists between the City Council and the <br />Cemetery Commission, because of past incidents and again -today, as <br />this is the first she has heard that -the city had received a proposal <br />for the lease of the cemetery. <br />Mayor Gonzales and Members of the City Council assured Mrs. Trimble <br />that the input of the Cemetery Commission was being considered and <br />scheduled -to be heard during budget sessions, however, with the <br />passage of Proposition 13 -the seriousness of the Cemetery deficit <br />has increased. Mrs. Trimble and all commission members were invited <br />to attend -the budget study session -to be scheduled. <br />Discussion was held on -the holding of a budget session, with Monday, <br />June 19, 1978 at 5:00 p.m. being agreed on. <br />CITY ATTORNEY REPORTS <br />Rent Stablization (Mobile Home) <br />City Attorney Edwards called Council's attention -to his memorandum <br />before them on Mobile Home Park Rents and asked for direction. <br />On Council consensus, City Attorney Edwards was directed -to place <br />his memorandum on the June 20, 1978 Council Meeting Agenda. <br />ADJOURNMENT: <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, -to adjourn <br />to 5:00 p.m. on Monday, June 19, 1978. Unanimous vote. <br />Mayor Gonzales adjourned the meeting at 5:39 p.m. <br />HELEN A.
