Maintenance & Operation - Police 137,115 <br />TOTAL ESTIMATED USES $502,000 <br />SURPLUS/(DEFICIT) $ - 0 <br />Council discussion followed. <br />There was no one in the audience desiring to be heard. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to close the public <br />hearing. Unanimous vote. <br />Moved by Councilman Hayes, seconded by Mayor Gonzales to approve the Proposed Uses <br />for Revenue Sharing Funds for FY 1978-79 as presented by the City Manager. Unanimous <br />vote. <br />Budget Planning <br />Preliminary Budget <br />Council discussed method of reviewing the proposed budget. <br />Moved by Councilman Hsyes, seconded by Councilman Rehrer, to adopt an operating <br />budget for a maximum period of 30 days pending resolvement of the formula and <br />amount of State Funds to be distributed to cities as a result of Proposition 13; <br />with the stipulation, that should this matter be resolved prior to the end of <br />30 days, the City Council can resume budget review then. Unanimous vote. <br />Mr. Frank Sullivan, Police Department Employee, spoke to the Council regarding <br />the possibility of loss of revenue in taxes, other than property taxes, if pre- <br />cautionary steps are not taken prior to July 1, 1978. <br />City Manager Calabrese responded that the City Council had recently adopted an <br />emergency ordinance taking such precaution, and the ordinance is currently in <br />effect. <br />Agreements <br />East Valley Regional Council on Aging <br />County of San Bernardino Inland Manpower Association <br />City Manager Calabrese reported that two requests have been received one, from <br />the East Valley Regional Council on Aging to provide a senior citizens improve- <br />ment program, and the other for youth summer recreation from the Inland Manpower <br />Association. Mr. Calabrese said the requests are for approval and authorization <br />to execute these agreements. <br />Council discussion followed on whether to place these agreements on the next regu- <br />lar agenda or whether to consider them tonight. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve and <br />authorize Staff to execute the two agreements presented; East Valley Regional <br />Council on Aging and County of San Bernardino Inland Manpower Association. <br />Motion carried. Councilman Rehrer voting NO. <br />An.in1IRNMFNT <br />On motion of Councilman Rehrer, seconded by Councilman Hayes, and unanimously <br />passed, Mayor Gonzales adjourned the meeting at 7:42 p. m. <br />y4a..� a <br />HELEN A.
