56 Mr. Frank Rebollo,Mana Manager of the Chamber of <br />9 Commerce and resident of the Lake <br />Cadena Mobile Home Park, also urged the City Council to consider and approve <br />the proposed ordinance on rent stabilization, until the State can pass legisla- <br />tion on this matter to control these problems. Mr. Rebollo also stated that <br />he has received letters of intimidation and harassment from the owners of the <br />park, which he read to the Council Members. <br />Other proponents speaking in favor of the proposed ordinance on rent stabiliza- <br />tion were Mr. Bill Godfrey and -Mrs. Virginia Campher of Lake Cadena Mobile Home <br />Park. <br />Councilman Hayes asked about the possibility of the one year lease, and how <br />the tenants felt about it. <br />Mr. Lee answered a lease might be all right, however, the one being offered <br />by the owners of Lake Cadena contains a clause stating they can raise the <br />rent anytime during that one year period. <br />Mr. Humphreys added the company is willing to delete this portion from the <br />lease, and the quoted rent would remain the same for one full year, from the <br />date the lease became effective. <br />Councilman Rehrer asked how the company sets up the rental fees they charge, <br />and how they vary. <br />Mr. Humphreys stated the tenant is charged according to the size of space he <br />wishes to rent, whether it be single wide or double wide, and the location in <br />the park. <br />Councilwoman Cisneros stated she felt that the attorney and owners of Lake <br />Cadena had received proper notification and have had ample time to prepare <br />their response on this matter. Mrs. Cisneros said the Council and Staff should <br />move ahead on this item, and see what can be accomplished. <br />Mayor Gonzales stated he would like to recommend the City Council consider <br />and pass first reading of Ordinance No. 1539, and during the next two weeks <br />prior to second reading of the ordinance and the regular Council Meeting of <br />May 2, 1978, Staff be instructed to do some fact finding on this matter and <br />report back to the Council. Mayor Gonzales suggested that the City Manager, <br />Planning Director and Community Development Coordinator get together and <br />research these items, and possibly utilize previous housing data compiled <br />by the CDA Staff. <br />City Manager Calabrese stated that current manpower provisions did not anti- <br />cipate the work necessary to collect this data, however, given an adequate <br />amount of time, this can be accomplished. Mr. Calabrese said that although <br />Staff will not be prepared to present a complete report within the next two <br />weeks, he feels they will have a substantial amount of material for Council <br />to review. <br />Moved by Mayor Gonzales, seconded by Councilman Hayes, to pass first reading of <br />Ordinance No. 1539, and direct Staff - the City Manager, Planning Department, <br />and Community Development Office - to make a fact finding report to the City <br />Council by May 1, 1978. Motion carried, with Councilman Rehrer voting NO. <br />ORDINANCE NO. 1539 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />First Reading STATE OF CALIFORNIA, ESTABLISHING A MOBILE HOME RENT RE- <br />VIEW COMMISSION. <br />Mayor Gonzales announced that the City Council would take a five minute recess. <br />MAYOR'S REPORTS ANS PROCIAMATTONS <br />Resolution of Condolence <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving Resolu- <br />tion of Condolence on'behalf of the family of Neale Adair, as read by Mayor <br />Gonzales.
