4 1 <br />Resolution of Commendation <br />Councilman Rehrer read in full a Resolution of Commendation honoring Francis <br />Donald Sullivan for his exemplary actions and public service, and for receiv- <br />ing the Certificate of Valor from the State Attorney General's Office. <br />Federal Grants <br />Mayor Gonzales stated the City has been notified by Congressman Brown's of- <br />fice that Colton has met the first requirement under the Urban Development <br />Action Program for cities having a population of 50,000 or less. <br />Mayor Gonzales said if the Council Members concur, he would like to direct <br />the City Manager to report back to the Council recommended projects that <br />would meet the requirements of an Urban Action Grant, so that the Council <br />may select priorities and give direction. <br />Council Members were in agreement with the recommendation made by Mayor <br />Gonzales. <br />Resolution No. 3802 <br />Mayor Gonzales read in full Resolution No. 3802, for Council's consideration <br />and approval, concerning a request for realignment of the San Bernardino <br />County Supervisorial Districts, and to place all of the incorporated City of <br />Colton and areas within its Sphere of Influence within the Fourth Supervisor- <br />ial District, for more adequate and responsible representation at the super- <br />visorial level. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolu- <br />tion No. 3802. Unanimous vote. <br />RESOLUTION NO. 3802 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON RE- <br />QUESTING REALIGNMENT OF SAN BERNARDINO COUNTY SUPERVISOR- <br />IAL DISTRICTS. <br />CORRESPONDENCE: <br />School District <br />City Manager Calabrese referred to a letter dated March 20, 1978, from <br />Melissa Hixson, Elementary Music Coordinator of the Colton Joint Unified <br />School District, requesting use of Fleming Park on Saturday, April 15, <br />1978, at 11:00 a. m., for a combination rehearsal/performance by the <br />Elementary Honor Choir of the School District. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve <br />request for use of Fleming Park on Saturday, April 15, 1978, at 11:00 a.m., <br />by the Elementary Honor Choir. Unanimous vote. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Zoning <br />P. C. Res. No. 873 <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to set for <br />Public Hearing, on Tuesday, April 18, 1978, Planning Commission Resolution <br />No. 873. Vote was unanimous. <br />Conditional Use Permits <br />P. C. Res. No. 872 <br />Planning Director Gonzales reported on a Conditional Use Permit application <br />requested by Feroz Ahmed to expand the range of uses, including sale of beer, <br />animal rides, and construction of a chapel, party room and dining hall, on <br />property located north of the Colton Auction, approximately 2,800 feet west <br />of the intersection of Valley Boulevard and Pepper Avenue, at 2005 West Valley <br />Boulevard. <br />Mr. Gonzales advised that the Planning Commission reviewed and considered <br />the application for a Conditional Use Permit at a public hearing held on <br />March 28, 1978, and recommend denial of the application due to the traffic <br />hazards that would be created and a lack of sufficient parking for the add- <br />ed uses requested. <br />APR : 41978 <br />
