50 CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Fees/Services <br />Police Department <br />City Manager Calabrese presented Resolution No. 3800 for Council's con- <br />sideration and approval, involving an increase in fees and charges for <br />various Police Department services, including fingerprinting, advising <br />that this resolution is the companion document to Ordinance No. 1535, <br />previously approved and adopted by the City Council. <br />Mr. Calabrese recommended approval 'of Resolution No. 3800, and requested <br />the effective date be April 20, 1978, to coincide with the effective date <br />of Ordinance No. 1535. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolu- <br />tion No. 3800, with an effective date of April 20, 1978. Unanimous vote. <br />RESOLUTION NO. 3800 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA, FIXING AND ESTABLISHING FEES FOR VARIOUS <br />SERVICES PROVIDED BY THE COLTON POLICE DEPARTMENT. <br />Agreements <br />Crafton Hills College <br />Mr. Calabrese reviewed a proposed agreement between the City of Colton and <br />Crafton Hills College, wherein the College was requesting the Colton Fire <br />Department enter into an agreement to supply field training for paramedic <br />students of the College. <br />Mr. Calabrese advised that the City Attorney and the Fire Chief have reviewed <br />the agreement, and Staff recommends the Mayor be authorized to execute this <br />Agreement with Crafton Hills College, subject to the following stipulations: <br />1. The Fire Department would only accept students from the college who are <br />employed by other Fire Departments or Police agencies; <br />2. The students sign a waiver of claim holding the City of Colton free and <br />clear from any responsibility for any physical injury. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, approving and <br />authorizing Mayor to execute Agreement between the City of Colton Fire <br />Department and Crafton Hills College, with stipulations as outlined. Vote <br />was unanimous. <br />Personnel/Budget <br />Mr. Calabrese stated in conjunction with the proposed budget that is now <br />being reviewed, he would like to submit the following: <br />Delete the position of Assistant to the City Manager, and add the position <br />of Administrative Assistant; Combine the duties of Finance Director with <br />various other administrative duties, and create the position of Assistant <br />City Manager, which would broaden the duties of a Finance Director and in- <br />clude other various duties that occur in the City Manager's Office. <br />Mr. Calabrese advised that these changes in our Classification Plan would <br />create a cost saving to the City of approximately $10,000 per year. <br />Mr. Calabrese concluded he would like to set a date for public hearing on <br />this matter. <br />Councilman Rehrer stated he would like to see job descriptions for these <br />proposed classifications. <br />Mr. Calabrese said this would be the purpose for the public hearing, to re- <br />view the proposed job descriptions and change in the City's Classification <br />Plan. <br />Moved by Councilman Rehrer, seconded by Mayor Gonzales, to set for Public <br />Hearing, on Tuesday, May 2, 1978, to consider amendments to the City's <br />Classification Plan for the positions of Assistant City Manager and Admin- <br />istrative Assistant. Motion carried, with Councilwoman Cisneros voting NO. <br />APR 41978 <br />
