50 CITY MANAGER'S REPORTS AND RECOMMENDATIONS: Fees/Services Police Department City Manager Calabrese presented Resolution No. 3800 for Council's con- sideration and approval, involving an increase in fees and charges for various Police Department services, including fingerprinting, advising that this resolution is the companion document to Ordinance No. 1535, previously approved and adopted by the City Council. Mr. Calabrese recommended approval 'of Resolution No. 3800, and requested the effective date be April 20, 1978, to coincide with the effective date of Ordinance No. 1535. Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolu- tion No. 3800, with an effective date of April 20, 1978. Unanimous vote. RESOLUTION NO. 3800 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, FIXING AND ESTABLISHING FEES FOR VARIOUS SERVICES PROVIDED BY THE COLTON POLICE DEPARTMENT. Agreements Crafton Hills College Mr. Calabrese reviewed a proposed agreement between the City of Colton and Crafton Hills College, wherein the College was requesting the Colton Fire Department enter into an agreement to supply field training for paramedic students of the College. Mr. Calabrese advised that the City Attorney and the Fire Chief have reviewed the agreement, and Staff recommends the Mayor be authorized to execute this Agreement with Crafton Hills College, subject to the following stipulations: 1. The Fire Department would only accept students from the college who are employed by other Fire Departments or Police agencies; 2. The students sign a waiver of claim holding the City of Colton free and clear from any responsibility for any physical injury. Moved by Councilman Hayes, seconded by Councilman Rehrer, approving and authorizing Mayor to execute Agreement between the City of Colton Fire Department and Crafton Hills College, with stipulations as outlined. Vote was unanimous. Personnel/Budget Mr. Calabrese stated in conjunction with the proposed budget that is now being reviewed, he would like to submit the following: Delete the position of Assistant to the City Manager, and add the position of Administrative Assistant; Combine the duties of Finance Director with various other administrative duties, and create the position of Assistant City Manager, which would broaden the duties of a Finance Director and in- clude other various duties that occur in the City Manager's Office. Mr. Calabrese advised that these changes in our Classification Plan would create a cost saving to the City of approximately $10,000 per year. Mr. Calabrese concluded he would like to set a date for public hearing on this matter. Councilman Rehrer stated he would like to see job descriptions for these proposed classifications. Mr. Calabrese said this would be the purpose for the public hearing, to re- view the proposed job descriptions and change in the City's Classification Plan. Moved by Councilman Rehrer, seconded by Mayor Gonzales, to set for Public Hearing, on Tuesday, May 2, 1978, to consider amendments to the City's Classification Plan for the positions of Assistant City Manager and Admin- istrative Assistant. Motion carried, with Councilwoman Cisneros voting NO. APR 41978
