Mr. Stiel said that free enterprise will take care of itself, and <br />that these people are being used by some politicians for the coming election. <br />Mayor Gonzales stated he would like to see if the City Council has had a change <br />of heart on this matter, and, therefore, would like to poll the Council members <br />for their opinions. <br />Councilman Rehrer stated that his opinion has not changed, and he still believes <br />that government should stay out of private enterprise. Mr. Rehrer said he does <br />not care what other cities are doing about this problem. <br />Councilman Hayes stated that he also has not changed his opinion, he would still <br />oppose an ordinance for the City at this time, until there is a final decision <br />on the Vacaville ordinance. <br />Councilwoman Cisneros stated that her position stays the same. <br />Mayor Gonzales stated that he would like to reintroduce'Ordinance No. 1539 - AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON, STATE OF CALIFORNIA, ESTAB- <br />LISHING A MOBILE HOME RENT REVIEW COMMISSION - and requested that the Council . <br />Members consider this matter and setting a public hearing date at the next regular <br />Council Meeting, August 15, 1978. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Zoning <br />P. C. Res. No. 885 <br />Planning Director Gonzales requested that the City Council consider setting for <br />Public Hearing, on August 15, 1978, Planning Commission Resolution No. 885, a <br />zone change application requested by Francis Torino, Index No. A-8-78. <br />Moved by Councilman Rehrer, seconded by Council.woman Cisneros, to set for public <br />hearing on August 15, 1978, at 7:30 p. m., Planning Commission Resolution No. <br />885, Index No. A-8-78. Vote was unanimous. <br />Conditional Use Permit <br />P. C. Res. No. 886 <br />Mr. Gonzales reported from a memorandum dated July 26, 1978, regarding a Condi- <br />tional Use Permit application requested by the Fiesta Village Racquetball -Handball <br />Club to expand the range of uses and include the on-site sale of beer and wine at <br />22980 Washington Street. <br />Mr. Gonzales stated that Staff previously opposed the granting of this type of use <br />to various establishments on the basis that crowd control, off-site consumption <br />of alcoholic beverages and related factors could result in problems in enforce- <br />ment of the control of these beverages and increase the danger to public safety; <br />however, under controlled circumstances, it would not represent the potential for <br />the same type of problems or the severity of hazards encountered with such estab- <br />lishments. Mr. Gonzales said Staff believes that the control of the sale of al- <br />coholic beverages to only the users of the handball -racquetball club should ade- <br />quately restrict the number of persons having alcoholic beverages. <br />Mr. Gonzales advised that the Planning Commission considered this item at a public <br />hearing held July 25, 1978, and after review and study made certain findings, and <br />recommend approval of the Conditional Use Permit, subject to six conditions, as <br />outlined in Planning Commission Resolution No..886. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Planning <br />Commission Resolution No. 886. Unanimous vote. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Parcel MaD Files <br />Community Services Director Earl Young reported on Parcel Map 4546, a four -lot <br />subdivision fronting on the east side of Grand Avenue, between "G" and "H" <br />Streets, and recommended accepting on behalf of the public street right-of-way <br />and authorize the Mayor and City Clerk to execute the City Council certificate. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, approving Parcel Map <br />4546 and authorizing Mayor and City Clerk to execute the City Council certifi- <br />cate.
