123 <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Consent <br />Calendar. Unanimous vote. <br />City Manager Calabrese referred to a letter dated July 24, 1978, from R. Ann <br />Siracusa, Director of the Office of Community Development for San Bernardino <br />County, regarding the placing of a referendum on the ballot for the General <br />Election in November for elderly, handicapped, moderate and low income hous- <br />ing. <br />Miss Pearla Eston, representing the County Board of Supervisors, requested the <br />City of Colton's endorsement in placing the referendum measure on the ballot <br />for the November Election, as the City of Colton is a participant in the County's <br />Housing and Community Development Program and the Housing Assistance Plan. <br />Miss Eston explained the purpose and goals of the proposed referendum stating <br />mainly it would help private developers obtain state -financed, low-interest <br />loans with no local county or city general fund monies involved, or no local <br />tax obligations. <br />Miss Eston advised that a public hearing would have to be held, and the deadline <br />for ballot qualification is August 25. Miss Eston then read the sample measure <br />to be placed on the .ballot. <br />Councilman Rehrer recommended that this matter be continued to the next regular <br />Council Meeting, August 15, 1978, and requested that Miss Eston furnish more in- <br />formation and details at that time. <br />Council members were in agreement with Councilman Rehrer's recommendation. <br />Rent Stabilization <br />Ord. No. 1539 <br />Mr. Thomas Lee, resident of Lake Cadena Mobile Home Park, requested the City <br />Council reconsider Ordinance No. 1539 for rent stabilization, and reiterated <br />the complaints and problems that still exist between the tenants and owners <br />of the park. <br />Mr. Lee stated that eventually state legislation will bring about some relief <br />for these renters, however, in the meantime, their only alternative is to seek <br />assistance from the City Council and continue requesting consideration and ap- <br />proval of the rent stabilization ordinance. <br />Mr. Henry Stiel, owner -manager of the Stardust Mobile Home Park, spoke to the <br />Council Members about his park, regarding the current rental fees, the mainte- <br />nance and upkeep of the park, and the friendly relationship among the tenants <br />AUG 1 1'978 <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Resolution of Commendation <br />Mayor Gonzales read in full <br />a Resolution of Commendation on <br />behalf of Sara Andon, <br />congratulating her on scholastic <br />achievements, and presented <br />the Resolution to <br />Miss Andon. <br />PUBLIC HEARINGS: <br />Zoning <br />P.
